About this file

This document is a Request for Proposal (RFP) issued by the Texas State Library and Archives Commission (TSLAC) for statewide courier services to eligible Texas public and academic libraries. TSLAC is seeking a qualified contractor to provide drop-off and pick-up services to the 214 current library locations in the TexShare consortium, with the ability to expand to all 669 eligible libraries in the future. The RFP outlines the scope of work, including requirements for tracking, operational guidelines, training, reporting, and branding. Respondents must meet minimum qualifications, provide key personnel details, and submit the required documents by the June 19, 2024 due date. TSLAC intends to award a contract with an initial term through August 31, 2025, with four one-year renewal options.

The RFP specifies that pricing will be on a fixed rate per participating library site basis, not per pound or shipment. TSLAC will cover a proportional share of the costs, with participating libraries invoiced separately for their share. The contractor must agree to add any additional eligible libraries during the contract term at the same fixed rate. TSLAC reserves the right to conduct a price analysis and negotiate with responsive vendors to ensure best value.
