Texas Southern University MEP Services

The State of Texas, through Texas Southern University (TSU), is seeking qualified firms to provide Mechanical, Electrical and Plumbing (MEP) services for the university. The procurement is a Request for Proposals (RFP) to establish a contract for on-demand MEP services, including man-in-attendance, call-out, and special projects/quoted work. The scope of services covers survey, design, construction (except new construction), repair, and maintenance of MEP systems. TSU is seeking to award contracts to one or more firms for an initial 2-year term, with options to renew for up to 3 additional 1-year periods. Proposals are due on October 17, 2023, and must include pricing on an hourly rate basis, inclusive of all costs. The evaluation criteria include qualifications, experience, and the firm's ability to meet the university's needs.

The procurement is open to competitive bidding, and there are no set-aside designations or restrictions on the types of organizations that can respond. TSU has determined that subcontracting opportunities are probable, and a HUB Subcontracting Plan is a required element of the proposal. The RFP does not mention any incumbent vendors or current contractors, nor does it specify any existing infrastructure or technology that requires integration. The contract value or budget range is not provided in the information given.
