About this opportunity

The City of Philadelphia is soliciting quotes on testing and certification services for chemical fume hoods and biological safety cabinets under a small order purchase, with quotes due July 13, 2026. The contract period runs July 1, 2026 through June 30, 2027, with renewal options for up to three additional one-year periods at the City's sole discretion. Award will be made to the lowest responsive and responsible bidder; the City reserves the right to award as a whole or by line item.

The vendor must maintain ISO 17025 accreditation for controlled environment testing and calibration. Testing scope includes ducted and ductless chemical fume hoods, fuming chambers, biological safety cabinets, drying cabinets, and laminar flow hoods. Testing requirements encompass airflow smoke pattern tests, airflow velocity tests, HEPA filter leak tests, down-flow velocity profile tests, inflow velocity tests, and worker comfort and safety tests — all performed to manufacturer specifications and NSF/ANSI Z9.5 and 49-2002 standards. The vendor is responsible for adjusting equipment to meet specifications at no additional charge where applicable; if equipment cannot be recertified, the vendor must provide a repair cost estimate.

The total contract value cannot exceed $99,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. Pricing must be quoted FOB Destination Point and exclusive of taxes. Price increases for renewal periods are capped at 4 percent and must be based on the CPI-U percentage change for the applicable renewal year, with written notice required thirty days prior to renewal period expiration. Bidders must quote all items to be eligible for award and submit quotes electronically through PHLContracts with a completed Consent and Authorization form. A signed Local Business Entity (LBE) certification status confirmation is required. Submission of an LGBTQ Applicant Data Form is optional. Insurance requirements include Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence.
