About this file
This price increase instruction document pertains to Bid #B2727471 issued by the City of Philadelphia for test and certification services of chemical fume hoods and biological safety cabinets. The contract term runs from July 1, 2026, through June 30, 2027, with renewal options available at the City's sole discretion on an annual basis for up to three additional one-year periods. The selected seller must provide all quoted services and supplies at the prices established in the Philadelphia contract for the initial twelve-month period.
Price increases for renewal periods are permitted but subject to specific conditions and limitations. The seller must submit written notice of any proposed price increase at least thirty days prior to the expiration of each contract period for the increase to become effective on the first day of the renewal period. Price increase requests must be directed to Shirley Refile via email at shirley.refile@phila.gov and must include the bid number, contract number, applicable period, item descriptions, current pricing, CPI percentage change, and proposed increased pricing. Price increases are capped at 4 percent per renewal period and must be based on the percentage change in the Consumer Price Index for All Urban Consumers—Philadelphia (All Items) as published by the U.S. Department of Labor Bureau of Labor Statistics and reflected in the Mid-Atlantic CPI Announcement for December of the applicable renewal year. Failure to provide written notice within the thirty-day window results in prices remaining unchanged for the renewal period. Price decreases may be submitted in writing at any time during the contract period or any renewal period.
