About this file
This is a testing and certification specification document for a Pennsylvania state and local contract opportunity related to chemical fume hoods and biological safety cabinets. The contract covers testing and certification services for multiple types of laboratory equipment including ducted and ductless chemical fume hoods, fuming chambers, biological safety cabinets, drying cabinets, and laminar flow hoods. The contract period runs from July 1, 2026 through June 30, 2027. The award will be made to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible for consideration. Bidders are instructed not to deliver or provide services until notified by the department.
The vendor performing these services must maintain ISO 17025 accreditation for controlled environment testing and calibration. Testing requirements vary by equipment type but include airflow smoke pattern tests, airflow velocity tests, HEPA filter leak tests, down-flow velocity profile tests, inflow velocity tests, and workers comfort and safety tests. All testing must meet manufacturer specifications and applicable state and federal regulations, including NSF/ANSI Z9.5 and 49-2002 standards. The vendor is responsible for adjusting equipment to meet specifications at no additional charge where applicable. If equipment cannot be recertified, the vendor must provide a repair cost estimate to bring the hood within required specifications. The contract may be awarded as a whole or by line item, whichever serves the best interest of the city.
