About this opportunity
The City of Indianapolis and Marion County, through the Department of Public Works, is seeking bids for a term agreement to supply traffic signal LED lights, with bids due July 30, 2026 at 10:00 a.m.
The procurement establishes a framework for ongoing supply on an as-needed basis rather than a one-time purchase. The term agreement allows the city and county to procure LED lights throughout the contract term at negotiated, fixed pricing. The contract term is up to four years including all extensions. Delivery must occur within a specified number of business days from order receipt, Monday through Friday during normal business hours, with acceptance contingent on passing inspection and operational test within fifteen calendar days of delivery. All required documentation including manuals, ownership papers, and certificates of origin must accompany delivery.
The contractor must demonstrate or achieve good faith efforts toward 15% Minority Business Enterprise, 8% Women's Business Enterprise, 3% Veteran's Business Enterprise, and 1% Disability-Owned Business Enterprise participation. Insurance requirements include Product Liability of at least $1,000,000; if installation is required, Commercial General Liability and auto liability of $1,000,000 each; plus statutory workers' compensation coverage. The contractor must comply with E-Verify employment verification and nondiscrimination requirements. Prices are fixed for the contract term. Compensation is based on per-unit pricing established in Attachment B, with invoices payable within thirty days of receipt. There is no stated minimum or maximum purchase quantity.
The city and county retain the right to terminate for convenience with ten days' written notice or for default, including insolvency or material breach. Failure to meet delivery deadlines may result in liquidated damages as specified, with the city retaining the right to procure from alternative sources and charge the contractor for any price differential plus incidental and consequential damages.
Kyle Willis is the buyer; inquiries may be directed to (317) 327-4641.
