About this opportunity

The City of Indianapolis and Marion County Purchasing Division is requesting bids for a term agreement to supply ammunition for law enforcement and related agencies, with bids due October 1, 2026 at 10:00 a.m., and questions due September 22, 2026 at 12:00 p.m.

The scope encompasses 101 line items including handgun, rifle, shotgun, and training ammunition; tactical munitions such as flash bangs and grenades; and bean bag rounds. Deliveries supply the Indianapolis Metropolitan Police Department, Marion County Sheriff's Office, and other City of Indianapolis agencies. Estimated annual usage ranges from 6 rounds for specialized items to 1,300,000 rounds for practice ammunition. All ammunition must be factory-new with virgin brass casings and meet specified ballistic performance standards, subject to random testing by the Firearms Training Unit; substandard ammunition is returnable for refund or replacement at no charge. Delivery is FOB Destination, Freight Prepaid and Allowed, with delivery occurring within a specified number of business days from order receipt, Monday through Friday during normal business hours.

The initial contract term is one year with renewal options available by mutual agreement, provided renewal does not exceed the original contract period, for a maximum total term not to exceed four years. Pricing is firm for the first year in U.S. dollars, with an escalator clause permitting price increases up to 5 percent annually thereafter if market conditions are documented and justify the increase. The City currently contracts with Kiesler Police Supply Inc., Ray O'Herron Co. Inc., and Acme Sports Inc.

Bidders must submit a U.S. Manufactured Products Preference Certification, Bid Acknowledgement Form, Affidavit of Non-Collusion, MBE-WBE-VBE-DOBE certification, and Exception Sheet. The contractor must utilize at least 15 percent Minority Business Enterprises, 8 percent Women's Business Enterprises, 3 percent Veteran's Business Enterprises, and 1 percent Disability-Owned Business Enterprises, or demonstrate good faith efforts toward these percentages. No bid or performance bonds are required. The low bidder must provide form CC-09 from the Office of Minority and Women Business Development. Awarded vendors may extend pricing to other Indiana political subdivisions upon approval.
