About this opportunity

Greenville County, South Carolina, through its Procurement Services Division and Solid Waste Division, is soliciting proposals for temporary general labor services to be provided on an as-needed basis across eight county facility locations. The primary objective is to supply workers capable of performing litter collection following wind events and other operational demands, with workers expected to complete eight to ten hours of daily work (excluding transportation time) and report to worksites with one day's notice equipped with required personal protective equipment including steel-toe boots, safety vests, and gloves. The selected vendor must provide all transportation to the eight county facilities, conduct nine-panel minimum drug and alcohol testing on all laborers, maintain General Liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000 per occurrence, and Statutory Worker's Compensation with $1,000,000 limits, with the County named as additional insured on applicable policies. Evaluation criteria are weighted equally at 25 percent each for responsiveness to solicitation, experience and past performance, references, and price, with vendors required to submit at least three references and provide proof of compliance with South Carolina immigration reform requirements and federal and state regulations. The RFP was released on January 30, 2026, with a question submission deadline of February 9, 2026, at 5:00 pm, and proposal submission deadline of February 27, 2026, at 3:00 pm; tentative contract award is scheduled for March 16, 2026, with a Notice to Proceed issued by March 31, 2026. Pricing must be submitted on an hourly basis with payment expected within thirty days, and the County reserves the right to refuse individual laborers deemed unproductive or unsafe.

The RFP does not identify any specific set-asides or restrictions limiting eligible respondents to disadvantaged enterprises or particular organization types, nor does it reference any incumbent vendors or current contractors. No existing infrastructure or technology integration requirements are specified for this procurement. Bonding is not required as a condition of proposal submission or contract award. The contract agreement will commence upon issuance of the Notice to Proceed with an initial term subject to extension through up to four additional one-year renewals, provided the County issues thirty days' advance written notice. The RFP does not specify an overall contract award value or budget range; compensation shall not exceed a to-be-determined amount based on hourly rates submitted by the vendor and actual labor hours utilized by the County on an as-needed basis. All responding vendors must complete the County's Substitute Form W-9 for tax identification and payment processing purposes and execute the County's standard Services Agreement template.
