About this opportunity
The City of Philadelphia is seeking quotes for Telvue Care Warranty renewal services as a sole-source micro purchase with quotes due May 21, 2026 — the day after posting, leaving no question or pre-bid period. This is a non-competitive procurement where TelVue Corporation has been designated as the exclusive provider based on specialized expertise, unique product features, seamless integration with existing systems, and proven reliability; the City reserves discretion to award as a whole or by line item, whichever serves its best interests.
The scope comprises CloudCast HLS-ABR-HD transcoding for live streams with multiple bitrate options, CloudCast CMS supporting H.264 live and video-on-demand content with 150GB online storage and 250GB monthly CDN bandwidth, and Connect CMS with 100GB storage and ten user licenses. The service period is January 1, 2025 through December 31, 2025. Place of performance is 240 Spring Garden Street, Philadelphia, Pennsylvania 19110.
The quoted total is $6,750 (CloudCast transcoding, CloudCast CMS, and Connect CMS each at $2,250 after discount). Payment terms are net 30 days from invoice, with a 2 percent cash discount for payment within 10 days. The quotation, issued May 14, 2026, expires June 14, 2026. Products are delivered FOB TelVue's shipping point; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes, so all prices must be quoted net and exclusive of taxes.
The contract is structured as a Micro Purchase with a maximum total not to exceed $41,000 (adjusted annually by CPI-U). Contract term is 365 days from the Effective Date, automatically terminating without further notice. Sellers must quote all items to be eligible for award and shall not deliver or provide services until notified by the department. The City requires Workers' Compensation at statutory limits, General Liability Insurance of $500,000 per occurrence, and Automobile Liability Insurance of $300,000 per occurrence, with the City named as additional insured. Completion of the LGBTQ Applicant Data Form is voluntary.
