About this opportunity
The Florida Fish and Wildlife Conservation Commission is soliciting bids for sand pine regeneration removal services across approximately 797 acres at multiple locations throughout Telogia Creek Wildlife Management Area in Liberty County, Florida, with sealed bids due October 16, 2026, at 1:00 PM ET. A mandatory pre-bid conference and site visit is scheduled for September 28, 2026, at 10:00 AM ET; attendance is required for bid responsiveness.
Vendors must submit cost-per-acre pricing for three distinct sand pine encroachment levels designated Light, Moderate, and Heavy. Bidding is based on lowest total summed cost across all three categories. All bids must include mobilization and transportation costs, and vendors are responsible for obtaining all required permits and complying with federal, state, and local environmental guidelines and best management practices. Award will go to the responsive and responsible bidder with the lowest total cost.
Bidders must be registered in MyFloridaMarketPlace and, where applicable, the SunBiz system prior to bid opening. Vendors must provide a minimum of three references for similar completed projects and proof of workers' compensation insurance (if more than four employees), automobile insurance, and public liability and property damage insurance. Written questions are due October 2, 2026, at 5:00 PM ET.
Work may commence upon purchase order execution and must be completed and invoiced by June 15, 2027. The initial contract term is one year with optional renewal for up to two additional years under the same terms and conditions. Liquidated damages are assessed at $100 per calendar day for delays beyond June 15, 2027, unless delays result from circumstances beyond the contractor's control. No partial payments are authorized; invoicing and full payment occur only after work completion and FWC verification. The contractor must remove all equipment and debris upon completion before final payment is awarded. The anticipated award date is October 20, 2026.
