About this file

This addendum document, issued by the Florida Fish and Wildlife Conservation Commission (FWC) on October 7, 2026, provides clarification regarding questions submitted for Solicitation No. FWC 26/27-15 for Telogia Creek Sand Pine Removal services. The solicitation seeks competitive bids for sand pine regeneration removal across approximately 797 acres at multiple locations throughout Telogia Creek Wildlife Management Area in Liberty County, Florida. All bid responses must be received no later than 1:00 PM ET on Friday, October 16, 2026. A mandatory pre-bid conference and site visit were conducted on September 28, 2026, at 10:00 AM ET, and attendance is required for bid responsiveness. The contract term is one year with optional renewal for up to two additional years under the same terms and conditions. Award is anticipated for October 20, 2026, and work must be completed and invoiced by June 15, 2027.

The addendum addresses a question regarding the prevalence and location of sand pines less than one-half inch in stem diameter, which require hand pulling as the primary removal method per page 15 of the solicitation documents. The FWC responded that while a direct stem count of pines less than one-half inch diameter is not available, these trees should be expected to have a smaller population than those greater than one-half inch in diameter. Sand pines greater than one-half inch in diameter will require cutting with a brush cutter or chainsaw. The FWC noted that representative sites were shown at the mandatory pre-bid conference. Bidders are required to submit cost-per-acre pricing for three distinct sand pine encroachment levels designated as Light, Moderate, and Heavy, with award going to the responsive and responsible bidder with the lowest total summed cost across all three categories.

FWC SOLICITATION ADDENDUM 2

QUESTION #1

On page 15 of the Solicitation, it states:

5.6. Hand pulling should be the primary method of removal and sand pines less than ½-inch in stem diameter must be pulled by hand. However, brush saws and chainsaws will be acceptable for removing sand pines with greater than ½-inch stem diameter.

This was not addressed at the Pre-Bid Conference and sand pines less than ½-inch in stem diameter were not evident in the units that were shown. How prevalent are these "less than ½-inch in stem diameter" sand pines and in which units are they located? Is there an average stem per acre count of sand pines "less than ½-inch in stem diameter" that require hand pulling?

ANSWER #1

While a direct stem count on pines less than a 1 /2” Diameter is not available they should be expected to have a population smaller than those greater than 1 /2” Diameter. Sand Pines greater than a 1 /2” diameter will require cutting with a brush cutter or chainsaw. Representative sites were shown at the mandatory pre-bid conference.
