About this opportunity
The Florida Department of Transportation (FDOT) District Two is seeking a vendor to develop and execute a comprehensive Teen Driving School Program through an Invitation to Negotiate (ITN). The program will provide academic and behind-the-wheel driving instruction for students aged 15-19 with Florida learners permits, utilizing a hybrid delivery model that combines in-person and on-road training across District 2 locations. Key deliverables include developing course logistics, curriculum, assessment testing, providing mobile classrooms and physical training locations, employing State of Florida certified driving instructors, and conducting behind-the-wheel training in equipped vehicles. The solicitation requires vendors to also propose innovative strategies to incentivize student participation. Important procurement dates include a pre-reply virtual conference on January 21, 2026, at 1:30 p.m., with technical questions due by January 22, 2026, at 5:00 p.m. Sealed replies are due January 28, 2026, at 2:00 p.m., with a public opening at 2:30 p.m. the same day, and a short-list of qualified vendors to be announced on February 4, 2026.
The contract has specific requirements for vendor qualifications, including active registration in MyFloridaMarketplace, possession of a Federal Employer Identification Number, and compliance with numerous regulatory provisions. Vendors must maintain general liability insurance with minimum coverage of $200,000 per person and $300,000 per occurrence for bodily injury, and $200,000 per occurrence for property damage. Compliance requirements include adherence to Title VI nondiscrimination provisions, E-Verify compliance, drug-free workplace certification, and submission of a Foreign Country of Concern Attestation. The initial contract term is one year with potential renewal options up to three years, contingent on satisfactory performance and available funding. Compensation is capped at $1,000,000, with monthly invoices submitted based on unit billing rates that include salaries, overhead, fringe benefits, and operating margin. A notable contract provision is that all work products and intellectual property developed will become the exclusive property of the Department, and the vendor may be subject to a 10% non-performance retainage if deficiencies are not corrected within specified timeframes.
