About this opportunity

The City of Ecorse in Wayne County, Michigan, is seeking bids for the TEDF-B Grant #735 Road and Water Main Replacement project, a comprehensive infrastructure improvement initiative. The procurement involves a single prime contract with unit price bidding for road and utility upgrades across three street segments: Florence Street, Charlotte Avenue, and Cherrygrove Street. Key deliverables include cold milling and repaving 2 inches of existing HMA surface, full-depth pavement repairs, ADA curb ramp upgrades with new detectable warning surfaces, and a complete water main replacement system. The project requires contractors to abandon existing water mains, transfer services, and replace some lead service lines, with additional work involving storm sewer system structure replacements and curb and gutter repairs. Bid documents were issued on April 21, 2025, with bids due on May 13, 2025, at 11:00 AM local time. The project timeline anticipates a start date of July 1, 2025, with Substantial Completion expected by November 15, 2025, and Final Completion by December 15, 2025. Bidders must provide 5% bid security and comply with MDOT Standard Specifications and special provisions.

While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must submit comprehensive qualifications, including proof of licensing and financial stability. The project is funded through a TEDF-B Grant and will require precise utility coordination, adherence to Wayne County Department of Public Services standards, and implementation of comprehensive erosion and sedimentation control measures. The bid documents do not specify an exact budget range, but the project involves significant infrastructure work, including approximately 2,043 square yards of cold milling, 565 square yards of sidewalk removal, and 162 linear feet of curb and gutter removal. Contractors will need to demonstrate technical expertise in road construction, water main replacement, and utility infrastructure work. The City of Ecorse reserves the right to accept or reject any or all bids, suggesting a competitive selection process. No incumbent vendors or existing technology integration requirements are explicitly outlined in the provided documentation.
