About this opportunity

Alamance Community College in Alamance County, North Carolina, is issuing a Request for Qualifications (RFQ) for engineering design services for the Technology Infrastructure Replacement Project (SCO #28434). The procurement seeks qualified firms to design two integrated work elements: a diverse underground conduit pathway system providing minimum two separate and independent connectivity paths to each building on the Carrington-Scott Campus at 1247 Jimmie Kerr Road, Graham, NC, and a redundant 24-strand single-mode fiber optic network operating over the newly installed conduit system. The conduit infrastructure design must address directional boring, trenching, conduit installation, pull boxes, handholes, and restoration of disturbed surfaces, while the fiber optic network design shall provide fully redundant pathways with all strands terminated, tested, and connected to both of the College's on-campus data centers located in the T Building and Main Building to eliminate single points of failure. Qualified respondents must be licensed to practice architecture and/or engineering in North Carolina and maintain Professional Liability Insurance coverage. Evaluation criteria include specialized expertise in the project type, past performance on similar projects, adequate staffing and consultant team composition, current workload, proposed design approach, experience with project costs and schedules, construction administration capabilities, proximity and familiarity with the project location, and record of successfully completed projects without major legal or technical problems. Submissions must include three copies of current SF-254 Forms and a qualifications information package not exceeding twenty single-sided 8.5" x 11" pages, due by June 2, 2026, at 3:00 PM. A non-mandatory pre-proposal site visit is scheduled for May 20, 2026, at 10:00 AM, questions must be submitted by May 26, 2026, with responses posted by May 28, 2026, and the Selection Committee will evaluate proposals between June 2-12, 2026, with contract approval anticipated by June 15, 2026.

The RFQ documents do not indicate any specific set-aside designations or restrictions on the types of organizations eligible to respond, nor do they reference disadvantaged enterprise requirements or incumbent vendors. The project is funded through the State Capital Improvement Fund (SCIF), and the total estimated project budget is $700,000, with the successful firm entering into a fixed-fee contract utilizing the State of North Carolina Standard Form of Agreement Between Owner and Designer. The design phase is targeted for completion by July 31, 2026, with bidding and award occurring in September 2026. Submissions should be directed to Jay Mayer, the Chief Information Officer and project contact, at Alamance Community College via USPS to PO Box 8000, Graham, NC 27253, Main Building Room M364, or via FedEx/UPS to 1247 Jimmie Kerr Road, Graham, NC 27253. The project will integrate with existing on-campus data centers and require coordination with both the T Building and Main Building infrastructure.
