About this opportunity

The State of Utah Division of Purchasing is requesting statements of qualifications for technology and financial policy consulting services to support the Utah Office of State Treasurer's initiatives in emerging financial technologies and payment systems, with qualifications due September 17, 2026, under the small-purchase threshold of $100,000.

The scope encompasses two primary deliverables. First, the consultant will provide technical expertise for procurement of a private-sector platform capable of supporting precious metals electronic transactions, including developing and reviewing technical specifications, system and security requirements, and interoperability standards for an RFP; ensuring requirements do not unnecessarily limit competition; and evaluating proposed technologies, architectures, and security controls during the procurement process. Second, the consultant will conduct technical research and policy analysis on programmable money and emerging payment technologies, assessing how technical design choices affect privacy, security, and interoperability; evaluating feasibility of proposed policy approaches; and providing technical input to inform state policy and legislative decisions.

Desired qualifications include substantial professional experience in software architecture, financial technology, digital payments, cybersecurity, or related fields, with particularly relevant experience in enterprise software architecture, banking and financial services, digital wallets and electronic payment platforms, secure software development, cloud and distributed systems, and blockchain or distributed ledger technologies. The consultant must translate technical concepts for policymakers and operate under the general direction of the Utah Office of State Treasurer while exercising independent professional judgment; the consultant will not make procurement, contracting, policy, or legal decisions on behalf of the state.

Vendors must not include pricing in their qualifications submissions. Contractors will be required to maintain commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, comply with E-Verify employment verification, and execute a fully executed purchase order or contract before commencing work. The State retains ownership of all work product and custom deliverables. Vendors may claim business confidentiality protection by submitting both redacted and non-redacted versions of their qualifications in accordance with Utah Code provisions 63G-2-305 and 63G-2-309.
