About this opportunity

NYSERDA is soliciting proposals for Technical Assistance Funding to Develop Grid Modernization Projects, targeting electric grid operators, electricity storage operators, transmission owners, distribution providers, and fuel suppliers. The procurement focuses on providing a 15% cost share for Department of Energy (DOE) funding to municipal electric utilities (MUNIs) and rural electric cooperatives (COOPs). Eligible entities can receive funding for technical consulting services to perform technical analyses, design compliance processes for DOE metric reporting, and compile comprehensive funding applications. The funding will help organizations understand project impacts and prepare competitive DOE grant submissions. Additionally, entities can apply for implementation project funding not exceeding $200,000, provided the projects align with DOE-approved lists. The solicitation is open until December 1, 2027, at 3:00 PM, with funding available until exhausted. Applicants must sell no more than 4,000,000 MWh of electricity annually and be classified as small electric providers.

The contract opportunity has no specific set-aside designations for service-disabled veteran-owned, minority-owned, women-owned, or disadvantaged businesses, with all corresponding subcontracting goals set at 0%. Eligible organizations include rural electric cooperatives, municipal electric utilities, and other small electric providers as determined by the DOE secretary. The procurement covers all New York State counties and does not specify a defined contract term. While the maximum assistance amount is capped at $200,000, the total budget range is not explicitly detailed. Interested parties should monitor NYSERDA's website (www.nyserda.ny.gov/funding-opportunities) for potential solicitation updates or modifications. The funding opportunity represents a strategic initiative to support grid modernization efforts through targeted technical assistance and implementation project support for small electric providers across New York State.

Technical Assistance Funding to Develop Grid Modernization Projects

NYSERDA's 15% cost share for DOE funding will be provided exclusively to MUNIs/COOPs to fund technical consultants that will assist them with performing technical analyses needed to understand the impact of their proposed project, designing a process to comply with DOE metrics reporting requirements should they receive funding, and compiling a well-rounded, thorough application for funding.

Also eligible entities who do not seek funding for technical consulting can apply to seek funding for implementation projects that fall under the approved list provided by the DOE so long as it does not cost more than the maximum amount of assistance that will be provided ($200k).
