About this opportunity

The New York State Energy Research and Development Authority (NYSERDA) is seeking qualified contractors to participate in a Revolving Loan Fund program utilizing Department of Energy State Energy Efficiency Revolving Loan Fund (DOE-EERLF) funds for single-family residential energy efficiency projects. The program aims to provide low-interest loans to low-to-moderate-income homeowners for energy efficiency retrofits and decarbonization measures. Eligible projects include installations such as smart thermostats, air source heat pumps, and ground source heat pumps, with the primary objectives of reducing energy costs and improving home comfort. Contractors must meet specific qualification requirements, including being an active participant for a minimum of two years in the PSEG Long Island Home Comfort Program or Home Performance Program, and having at least one year of active status in the Green Jobs-Green New York (GJGNY) Residential Financing Program with a minimum of ten approved and completed GJGNY loan projects. The solicitation will reserve $400,000 per qualified applicant, with funds allocated on a first-come, first-served basis. Interested parties can find updated information and potential changes to the solicitation on NYSERDA's website at www.nyserda.ny.gov/funding-opportunities, with the current opportunity posted on November 4, 2025, and a due date of December 31, 2030.

The contract opportunity does not include specific set-aside designations for service-disabled veteran-owned businesses, and there are no minority or women-owned subcontracting goals specified in the solicitation. The program appears to be open to contractors meeting the specified program participation and project completion criteria, with no explicit restrictions on business ownership or size. While no incumbent vendors are mentioned, the program requires integration with existing energy efficiency programs such as PSEG Long Island's Home Comfort and Home Performance programs, as well as the Green Jobs-Green New York Residential Financing Program. The total available funding is structured as $400,000 per qualified applicant, creating a potential total program value that will depend on the number of contractors selected to participate. The revolving loan fund model suggests an ongoing financial mechanism designed to support continuous investment in residential energy efficiency improvements, with funds being recycled as loans are repaid and new projects are financed.
