About this opportunity

The Washington State Office of Superintendent of Public Instruction (OSPI) is seeking to award a sole source contract to the Center for Strengthening the Teaching Profession (CSTP) to support the Teacher and Principal Evaluation Program (TPEP). The contract will provide professional development services targeting Instructional Framework Leads and Specialists across multiple Washington counties, with the primary objective of strengthening and ensuring program fidelity. Specific deliverables include a two-day retreat for developing Student Growth Goals, two professional learning community convenings, up to fifteen Culturally Responsive Education experiences with Dr. Adeyemi Stembridge, two Student Growth Goal Implementation Colloquiums, and a statewide book study. The contract will cover activities such as coordinating professional development, facilitating dialogue about implementation, and providing ongoing support for teacher evaluation. The contract period runs from July 1, 2025, through June 30, 2026, with all activities and deliverables required to be completed by the contract's expiration. Interested parties were invited to submit capability statements by June 26 or July 3, 2025, demonstrating their ability to meet specific state requirements related to the educator evaluation system.

The contract is designated as a sole source procurement, with CSTP being identified as the most qualified provider due to their extensive history with TPEP since 2010 and their established network of teacher leaders and administrators. CSTP is registered as a 100% female-owned Washington mini business, which may provide additional contracting advantages. The total contract value is $698,582, funded entirely by state dollars, with costs distributed across five primary activities: Camp CSTP Student Growth Goals and Framework Support ($30,250), Framework Specialist Convening ($176,220), Culturally Responsive Education Experiences for Educators ($332,640), Student Growth Goal/CRE Colloquium ($123,882), and Statewide Book Club and Book Study ($30,590). Payments will be made periodically, not more frequently than monthly, upon submission of invoices documenting completed work, with a final payment deadline of 60 days after contract expiration. The procurement covers services across multiple Washington jurisdictions, including but not limited to Franklin, Grant, Grays Harbor, Chelan, and Yakima Counties, ensuring statewide impact for the TPEP professional development initiative.
