About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Technical College System of Georgia (TCSG), is seeking firms interested in providing Construction Manager-at-Risk (CM-at-Risk) services for the TCSG-415 Industrial-Trade Building Renovations project. The project involves the renovation of approximately 72,000 square feet of trade and industrial buildings at the Central Georgia Technical College in Macon, Georgia. The renovations will accommodate various training programs, including welding, HVAC, precision manufacturing, engineering/robotics, electronics, automotive, commercial truck driving, and more. The project will require programming, AV/low voltage design, and infrastructure to support owner-installed and vendor-installed equipment. The preliminary construction cost is estimated at $14 million, with a design phase beginning in January 2025 and a construction duration of approximately 13 months. The selection process involves a two-step approach, including an RFQ for qualifications and an RFP for fee proposals and interviews from the shortlisted firms. Interested firms must meet minimum qualifications and will be evaluated on their stability, experience, qualifications, and suitability for the project, with the final selection based on a combination of the qualifications/interview score (50%) and the fee proposal score (50%).

The RFQ/RFP addresses small and minority business participation, as well as the state's reciprocal preference law. Four firms have been shortlisted for the project: ICB Construction Group, Parrish Construction Group, Piedmont Construction Group, and Sheridan Construction. The contract will be the GSFIC Construction Management Agreement, and the project is required to incorporate sustainable design concepts and achieve Georgia Peach certification. The RFQ/RFP does not provide details on set-aside designations, incumbents, or budget ranges, as the focus is on the technical requirements and scope of the renovation project.
