About this file

This document includes a Question and Answer (Q&A) session related to a renovation project for the Technical College System of Georgia (TCSG). The Georgia State Financing and Investment Commission (GSFIC), on behalf of TCSG, is seeking firms interested in providing Construction Manager-at-Risk (CM-at-Risk) services for the TCSG-415 Industrial-Trade Building Renovations project, which will renovate buildings C, D, E, F, G, a metal hangar, and parts of B. The project will house various training programs, including welding, HVAC, precision manufacturing, engineering/robotics, electronics, automotive, commercial truck driving, and more. The document indicates that programming, AV/low voltage design, and infrastructure to support owner-installed and vendor-installed equipment like auto lifts, EV battery storage, and welding ventilation systems will be required. As-built drawings will be provided, and equipment and furniture will be handled through separate FFE funding.

The overall project is located in Bibb County, Georgia. No details are provided on pricing, set-asides, incumbents, or funding sources, as this response is focused on the technical requirements and scope of the renovation project.

Question & Answers

TCSG-415-DP/CM

Q. What types of training programs will be housed in the renovated space?

Answer. Though this list may not be exhaustive, currently planned programs may include the following:

• Welding

• HVAC

• Precision Manufacturing, Industrial Maintenance Machining, and Machine Tool Technology

• Engineering/Robotics Technology

• Electronics, Metrology, and Electrical Construction

• Automotive, Automotive Collision, and Diesel Technologies

• Commercial Truck Driving

• Design, Media, Film, and Motion Graphics

• Childcare

• Biotechnology

• Construction Trades

Q. Is there a program of spaces for the project?

Answer. Some programming will be required. This will be discussed in more detail at the site visit.

Q. Which buildings will the renovation include?

Answer. C, D, E, F, G, metal hangar, and parts of B

Q. Are civil or structural engineering services anticipated to be required?

Answer. This is a major renovation project that may include civil or structural engineering services. While no construction of additional square footage is anticipated at this time, the requirement for civil or structural engineering services cannot be reliably predicted.

Q. Are AV/Low Voltage Design services anticipated to be required?

Answer. Yes

Q. Can you provide more detail on what “equipment support infrastructure” may include?

Answer. The bulk of this project focuses on spaces that accommodate instructional programs primarily focused on trade and industry. The equipment will be identified in the programming and DD phases;

however, it is not unreasonable to consider that the labs will house owner-installed and/or vendor-installed equipment/fixtures such as identified in the list below. The project should include design and construction of the infrastructure needed to support such equipment. The list shown below are only examples.

• Auto lifts

• EV battery storage systems

• Paint booth

• Welding ventilation systems and booths

• Electrical bus bars

• HVAC equipment

• Machine tool/precision manufacturing equipment

• Robotics equipment

To be clear, the list shown above includes examples only. It is not unreasonable to expect that equipment will be deleted and added.

Q. Please define the training programs that will be covered by ‘heavy industrial training’ ?

Answer. Though this list may not be exhaustive, currently planned programs may include the following:

Welding

HVAC

Precision Manufacturing, Industrial Maintenance Machining, and Machine Tool Technology Engineering/Robotics Technology Electronics, Metrology, and Electrical Construction Automotive, Automotive Collision, and Diesel Technologies Commercial Truck Driving Biotechnology Construction Trades

Q. Will there be additional, or modified space uses in the building; If so, is there a current program that covers the changes?

Answer. All additional or modified spaces should be covered within current funding.

Q. Will building as-builts drawings be provided, or will the design firm need to field verify the building to create as-builts?

Answer. As-builts drawings are available and will be provided.

Q. Are equipment budgets within, or outside of the stated SCL?

Answer. Equipment and furniture will be handled with FFE funding.

Q. Are furnishing budgets within, or outside the stated SCL?

Answer. Equipment and furniture will be handled with FFE funding.
