About this opportunity
Washington County, Oregon is seeking competitive quotes for printed tax assessment envelopes through the ProcureNow system, with proposals due by 11:00 am on June 23, 2020. The procurement involves four specific envelope types: 250,000 #10 regular mailing windowed envelopes, 14,000 A-1 special sized windowed envelopes, 150,000 #9 return payment envelopes in blue paper stock, and 6,000 #9 return payment envelopes in white paper stock. All envelopes must meet precise technical specifications, including specific window dimensions, flap construction, and printing details, with sample statements provided for reference to ensure accurate formatting. The county intends to award the contract to the lowest responsible bidder who meets all specification requirements, with delivery of envelopes mandated no later than September 5, 2020. Bidders must submit pricing that includes shipping and special handling charges, with prices to be FOB destination, and the county will make payment upon delivery of items.
A critical requirement for this procurement is that all printing must be performed within the state of Oregon, in accordance with Oregon Revised Statutes 282.210. Vendors must submit an affidavit declaring that all public printing, binding, and stationery work will be done within Oregon, effectively restricting the contract to in-state printing vendors. The bid requires vendors to confirm compliance with various legal and administrative requirements, including tax law compliance and non-discrimination policies. While specific budget ranges are not explicitly stated, vendors will be expected to provide competitive pricing per envelope type. The county will keep the awarded offer valid for 180 calendar days from the bid due date, and the public bid opening will be conducted via a Microsoft Teams conference call. Bidders are advised to carefully review all specifications and submit proposals well in advance of the deadline to ensure timely submission and compliance with all contract requirements.
