About this opportunity
The Colorado Department of Corrections is soliciting quotes under Documented Quote DQ 27-0149 for Tasers and accessories, with quotes due November 17, 2026 at 4:00 p.m. Mountain Standard Time. The solicitation is restricted to pre-approved manufacturers, and bidders may submit only for designated manufacturer products. The SOW names Axon Enterprises, Blackhawk, and Blade Tech Holsters, while the price proposal form also lists Safariland.
Scope covers X26P and Taser 7 devices, power magazines, holsters for both devices in right- and left-hand configurations, X26P/X26E and Taser 7 cartridges in training, simulation, live, and inert variants, Taser Cam HD batteries and battery packs, customer care extended warranties (SKU 80374 for battery purchases), and simulation suits. Vendors must identify the manufacturer item number for each product and provide unit costs to the nearest cent. Deliveries go to the CDOC Central Armory in Cañon City, Colorado. Bidders must guarantee delivery timeframes and give at least three calendar days' written notice if they cannot meet a schedule. Failure to deliver on time on three separate occasions may result in disqualification from future CDOC solicitations for three years or indefinitely. Contractor personnel accessing correctional facilities must complete enhanced criminal background investigations, fingerprinting, drug testing, and sign a Consent to Search Authorization. Service-Disabled Veteran Owned Small Business bidders must submit U.S. Department of Veterans Affairs certification documentation. Performance outside the United States requires prior state approval.
Pricing must be all-inclusive, with no additional shipping, surcharges, or taxes payable by CDOC, and remain firm during the initial Purchase Order term. CDOC reserves the right to consider an annual price increase not to exceed 2.5% for each fiscal year. The annual spend on these items is approximately $50,000, and the DQ guarantees no dollar amounts or order quantities. CDOC may award multiple bidders if in the agency's best interest. Price is the primary award consideration, with sample quality and delivery lead time also considered.
The contract term runs from January 1, 2027 through December 2027. CDOC anticipates a Notice of Intent to Award on November 23, 2026, and Purchase Order execution on January 1, 2027. Before PO execution, the awardee must provide proof of Colorado Secretary of State good standing and an insurance certificate. Required coverage includes commercial general liability at $1,000,000 per occurrence and $1,000,000 general aggregate, with insurers rated A.M. Best "A" or better and financial size category VII or higher. Bidders must register with Bidnet Direct and submit electronically at bidnetdirect.com//cdoc, and must include a signed Non-Conflict of Interest declaration with their response.
