CDOC seeks pre-approved equipment manufactured by Axon Enterprises, Blackhawk, and Blade Tech Holsters. The award will be effective January 1, 2027, through December 31, 2027, with no guaranteed dollar amounts or order quantities. CDOC typically places one essential order per year per facility, with additional orders placed as needed. All orders must be shipped to CDOC Central Armory, 57500 E Highway 50 and Evans Road, Canon City, Colorado 81212. Bidders must provide guaranteed delivery timeframes in their proposals, with timely delivery critical for public, staff, and offender safety. Suppliers must provide minimum three-calendar-day written notice if unable to meet delivery schedules, and failure to deliver on three separate occasions within the agreed-upon timeframe may result in disqualification from participating in all future CDOC solicitations for three years or indefinitely.
Pricing must be itemized as shown in Exhibit D and is considered all-inclusive with no additional shipping, surcharges, or taxes to be paid by CDOC; vendors must factor shipping costs into their bid responses. All pricing shall remain firm during the term of the Purchase Order. The annual dollar amount CDOC expends on these items is approximately $50,000. Bidders must complete and return Exhibits A through G with their quotes, confirm compliance with accessibility requirements, be registered with the Colorado Secretary of State, affirm agreement with Purchase Order Terms and Conditions, and certify payment of all applicable Colorado taxes with no outstanding debt owed to the state. Service-Disabled Veteran Owned Small Business (SDVOSB) bidders must submit documentation of certification from the U.S. Department of Veterans Affairs.
