About this opportunity
Franklin County, New York is requesting bids on Tarana fixed wireless and microwave equipment, accessories, licenses, and FCC licensing services for the Franklin County Municipal Infrastructure Program Phase 3 broadband project, with bids due July 27, 2026 at 3:00 p.m. and the question deadline July 17, 2026. Bidders must hold current authorized-distributor or authorized-reseller status with Tarana Wireless and the respective original equipment manufacturers at bid submission, or bids will be rejected as non-responsive — a critical eligibility filter.
The scope spans 12 Tarana base nodes with 11 mounting kits, 50 remote nodes with first-year subscriptions, 10 active Aviat WTM 4800-series microwave radio terminals (with 4 spares), 10 parabolic antennas (with 2 spares), power supplies, surge protection, cabling, software, and management licenses. The vendor must provide complete FCC Part 101 frequency coordination, license applications, and license grant services for microwave paths connecting five sites: Trout River, Stebbins, Burns Holden, Fort Covington, Little Briggs, and Mohawk Tower. Equipment must be new and of current manufacture; no refurbished or remanufactured items are acceptable. All equipment must be delivered by September 1, 2026 to Franklin County Highway Department in Malone, New York. The project is federally funded through the U.S. Treasury Coronavirus Capital Projects Fund under the American Rescue Plan Act, requiring compliance with 2 CFR Part 200 and the New York State WIRED Broadband Act, including Secure Networks Act requirements.
Pricing must be unit-priced with extended totals for all bill-of-materials line items, net pricing including transportation. Payment terms are net 60 days from invoice receipt following delivery and acceptance, with 10 percent retainage held until all equipment is delivered and FCC licenses are validated. The vendor must obtain $1 million per-occurrence/$2 million aggregate commercial general liability insurance plus $3 million umbrella coverage, naming Franklin County and Empire State Development as additional insureds. FCC pass-through fees are reimbursed at actual cost without vendor markup. No incumbent has held a substantially similar contract within the past five years. The County anticipates contract award within 30 days of sealed bid opening.
