About this opportunity
Salt Lake City Public Utilities is issuing a Request for Qualifications (RFQ) for the Tanner Reservoir Valve Replacement Project No. 513800052, a $2.5 million construction undertaking. The project encompasses improvements to the existing Tanner Turnout Vault, including installation of two new 18-inch high-performance butterfly valves, a new Siemens SITRANS MAG 5100W flow meter, vault ventilation systems, electrical infrastructure, and telemetry equipment. Additionally, the scope includes construction of a new Big Cottonwood Conduit Isolation Vault featuring a 72-inch high-performance butterfly valve, two access manways, two air-vacuum valves, and an 8-inch ductile iron drainpipe with discharge structure. The work also requires replacement of approximately 100 linear feet of 72-inch prestressed concrete cylinder pipe with welded steel pipe along Wasatch Boulevard in Salt Lake City. Minimum contractor qualifications include ten years in business, installation of at least five large-diameter steel pipes and high-performance valves (60-inch diameter or larger) within the past ten years, a current Utah Contractor's License in classification E100, minimum bonding capacity of $2.5 million, an experience modification rate of 1.1 or better, and three positive project references. Project managers and superintendents must each have at least ten years of construction experience and have served in those roles on at least three large-diameter steel pipeline and valve installation projects. Statements of Qualifications are due April 10, 2026, at 2:00 PM MST, with qualified contractors to be notified on April 17, 2026, project bidding anticipated in July 2026, project award in August 2026, and construction beginning October 2026.
This project is federally funded through the EPA Community Grants Program for waterline replacement and related infrastructure, requiring compliance with the Buy American Act, Davis-Bacon Act prevailing wage rates, and American Iron and Steel requirements. Disadvantaged Business Enterprise participation goals mandate 4.0 percent minority-owned business and 2.0 percent women-owned business utilization in construction work, with all contractors required to demonstrate equal employment opportunity and affirmative action compliance. All materials must be domestically manufactured unless formal waivers are approved, and all laborers and mechanics must be paid prevailing federal wage rates with fringe benefits. The project specifications require contractors to demonstrate capability in complex systems integration, including process control systems, instrumentation, cathodic protection systems, and pipeline installation, with certain specialty work requiring pre-approved Hardware System Integrators with UL certification and documented experience on similar municipal water projects. The estimated construction cost is approximately $2.5 million, with preliminary design and specifications provided by Advanced Engineering and Environmental Services, LLC.
