About this opportunity

The North Dakota Department of Health and Human Services, Economic Assistance Section, is soliciting proposals under RFP SRC000483 from vendors with demonstrated expertise in facilitating collaboration between state government and federally recognized tribal nations, with proposals due November 11, 2026. Questions were due October 20, 2026, at 12:00 p.m. CT.

The vendor will provide facilitated meetings and materials, as outlined in the RFP and the vendor's proposal, to strengthen partnerships between state-administered federal programs and North Dakota's tribal nations.

The agreement runs January 1, 2027, through June 30, 2028, with no automatic renewal. The State may extend it up to 12 months beyond termination and may renew it for up to three additional 24-month periods, with written notice at least 30 days before expiration. Compensation is a firm fixed price to be determined, with total payment not to exceed a specified amount. The vendor submits monthly reimbursement requests on form SFN 1763 or another State-approved form, and the final request is due within 30 days after expiration or termination. Bidders submit a total project cost on Attachment B.

Required insurance includes commercial general liability of $2 million per occurrence, automobile liability of $500,000 per person and $2 million per occurrence, workers' compensation, and employer's liability of $2 million. The State must be an additional insured on the general liability policy, on a primary and noncontributory basis. A prohibition on boycotting Israel applies to contracts exceeding $100,000 or vendors with ten or more full-time employees. North Dakota law governs, with exclusive venue in Burleigh County District Court. All work product is work for hire and becomes the State's sole property.

The 100-point evaluation allocates 30 points each to Understanding of the Scope of Work, Management Plan, and Experience and Qualifications, and 10 points to Cost Proposal. The lowest-cost proposal receives the full 10 cost points, and others are scored proportionally. Prompt payment discounts are excluded from cost evaluation. If two or more proposals tie on pricing or evaluation score, preference goes to a North Dakota resident under N.D.C.C. 44-08-02.

Procurement questions go to Officer Phaden Marcellais at pmarcellais@nd.gov or 701-328-1379.
