About this file
This Solicitation Amendment 1 document issued by the North Dakota Department of Health and Human Services, Economic Assistance Section, modifies the original RFP SRC000483 for TANF Tribal Collaboration services. The amendment clarifies and updates key contract parameters, including revising the Sample POS Agreement (Attachment A) to establish a contract term effective January 1, 2027, through December 31, 2028, with a proposal submission deadline of November 11, 2026, at 12:00 PM CT. The vendor will provide facilitated meetings, trainings, and outreach activities to strengthen partnerships between state-administered federal programs and North Dakota's federally recognized tribal nations, with required in-person travel within North Dakota up to 15 days per year to rural and tribal communities. The State may extend the contract for an additional 12-month period upon mutual written agreement and may renew the contract for up to three additional 24-month renewal periods, with written notice provided at least 30 days before expiration.
The total budget for the two-year base contract period (January 1, 2027, through December 31, 2028) is not to exceed $100,000, and proposals exceeding this amount will be considered non-responsive. The amendment addresses nine questions submitted during the solicitation period, clarifying that the offeror need not have prior state experience but should have experience with state programs and established tribal relationships with North Dakota tribal organizations; that all TANF references pertain to Tribal TANF unless otherwise specified; that additional funding associated with unanticipated amendments will be included if the scope materially changes; and that offerors must list staff with significant project contributions. Both extension and renewal options are dependent upon legislative appropriation and mutual written agreement by both parties. No incumbent contractor has provided support for this work in the past year, though the State has previously contracted with another vendor for meeting facilitation assistance through a different program.

SOLICITATION AMENDMENT 1
October 28, 2026
Solicitation Number: SRC000483 Title: TANF Tribal Collaboration Deadline for Receipt of Proposals: November 11, 2026, at 12:00 PM, CT Solicitation Issued: October 13, 2026
The Solicitation is Amended as follows:
A. Attachment A – Sample POS Agreement has been deleted in its entirety and replaced with Attachment A (REVISED) – Sample POS Agreement. The revised attachment has updated the term of the agreement to January 1, 2027, through December 31, 2028.
B. Section 2.02 Budget is deleted in its entirety and replaced as follows:
The budget for the period of January 1, 2027, through December 31, 2028, is not to exceed $100,000. Proposals priced at more than $100,000 will be considered non-responsive.
C. Section 3.01 is deleted in its entirety and replaced as follows:
STATE intends to enter a contract effective January 1, 2027, through December 31, 2028.
STATE may extend the contract period for an additional period of time, not to exceed 12 months, beyond the normal expiration date of the contract, upon mutual written agreement by both parties.
The contract resulting from this RFP may be renewed upon satisfactory completion of the initial contract term. STATE reserves the right to renew the contract for up to three additional periods, each period of renewal being for 24 months, upon written agreement by both parties. The contract will not automatically renew. STATE will provide written notice to the successful offeror of its intent to renew this contract at least 30 days before the contract’s expiration date. The estimated dollar amount for renewal options is dependent upon legislative appropriation. STATE and successful offeror may revise the firm fixed price for each renewal option.
Section 1.03 RFP Schedule established a Deadline for Submission of Questions and Objections. The responses, including any necessary amendments, are as follows:
General Questions related to the RFP:
1. Question: Do you have an incumbent who has done the same or similar work?
Response: STATE has previously used a contractor associated with another program to assist in meeting facilitation; however, STATE has not had any support in the last year.
No amendment necessary.
2. Question: Does the STATE fund and run the Tribal TANF program or is the program run by the Tribal organizations? If it is run by Tribal organizations, how many Tribal organizations are operating a Tribal TANF program?
Response: The Tribal organizations run their own programs; however, STATE contracts with Turtle Mountain to do a TANF JOBS program.
No amendment necessary.
3. Question: The table in Section 1.03 references an anticipated start date of January 1, 2027. Section 2.02 includes placeholder dates for years 2026 through 2028, with a budget of $100,000. Section 3.01 references a contract effective August 1, 2026, through June 30, 2028. Can the State please clarify the intended base period of performance and available budget for the period?
Response: See amendments A and B. STATE would like to run the contract from January 1, 2027, to December 31, 2028, if possible, for the full two years. The budget for the two-year period is $100,000.
Question related to Section 2.02 Budget:
4. Question: Please confirm the budget is $100,000 total across the two years or $100,000 per year.
Response: $100,000 for the full two-year scope.
No amendment necessary.
Questions related to Section 2.03 Scope of Work:
5. Question: Section 2.03 states that the successful offeror must travel within North Dakota up to 15 days per year, including to rural and tribal communities, to conduct in-person meetings, trainings, or outreach activities, as demonstrated by prior roles requiring regular in-state travel. Can you please confirm if the offeror must have held a previous role with the State?
Response: The offeror does not need to have had previous experience with the STATE specifically, but with STATE programs. Established tribal relationships with ND Tribal organizations are beneficial/preferred.
No amendment necessary.
6. Question: We understand the five sections of work listed in Section 2.03. There are several instances where the program listed within these five sections is TANF and not Tribal TANF. For example: Identification of barriers and roadblocks affecting TANF participation. Can you please confirm that all references to TANF in this section are specific to Tribal TANF unless the item specifically notes a distinction between the two?
Response: All mentions are specific to STATE TANF collaboration unless otherwise listed.
No amendment necessary.
Question related to Section 3.01 Contract Term, Extension, and Renewal Options:
7. Question: The second sentence in Section 3.01 indicates the possibility of one 12-month extension period. The next paragraph indicates the State may renew the contract for up to three 24-month extension periods. Can the State please clarify the difference between the potential extension and renewal periods for the contract, and whether each involves additional funding (contingent on availability and legislative appropriation)?
Response: An extension refers to the original contract. Renewal relates to a new contract with the same scope/timeframe. Both options would be dependent upon legislative appropriation and written agreement by both parties.
No amendment necessary.
Questions related to Section 3.08 Contract Changes – Unanticipated Amendments:
8. Question: We understand Section 3.08 authorizes the state to make unanticipated amendments to the contract for unforeseen circumstances and the vendor is required to submit a proposal for accomplishing the additional work. Can the state advise whether additional funding may be included associated with such an amendment should it materially impact the scope and/or duration of the work?
Response: If additional scope/work is amended, it will include additional budget based on work required.
No amendment necessary.
Questions related to Section 3.11 Contract Personnel:
9. Question: Section 3.11 states the offeror may not change the project team members named in the proposal without the State's approval. Must the offeror list all project team members, including staff in a supportive role, or only those staff who are in a leadership role?
Response: Please list any staff that will have a significant contribution to the project scope.
No amendment necessary.
