About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Natural Resources, is issuing a Request for Proposals (RFP) for professional architectural and engineering services to design and construct water supply and wastewater system upgrades at the Upper Falls bathroom facility in Tahquamenon Falls State Park, located in Paradise, Michigan. The procurement encompasses four phases of work: Preliminary Design (Phase 400), Final Design (Phase 500), Construction Administration-Office (Phase 600), and Construction Administration-Field (Phase 700). The scope of services includes comprehensive evaluation of two existing wells, upgrade of bathroom fixtures with water-saving features, wastewater lagoon system analysis including sludge sediment quantification, and coordination of permitting with LARA, DEQ, and USACE. Deliverables must include a graphic bar-chart schedule in weeks, documentation of testing requirements, and identification of all proposed meetings with a minimum of three in-person meetings required. Proposals must price each phase as a standalone task to enable phased awards if funding proves insufficient. Qualified respondents must be professional firms licensed to practice in Michigan with demonstrated experience on similar projects, and must submit certifications of Michigan business status and responsibility prior to contract award. The evaluation will be conducted by an Ad Hoc Advisory Committee, with the technical proposal weighted at 80 percent and the cost proposal weighted at 20 percent. A mandatory pre-proposal walk-through inspection is scheduled for October 25, 2017, at 11:00 a.m. at the site headquarters building; written questions must be submitted by November 2, 2017, at 5:00 p.m. local time; and proposals are due November 9, 2017, at 2:00 p.m. EST, submitted as five hard copies and one electronic copy on USB flash drive to DTMB-DCD, with an acknowledgment of Addendum 1 required for valid submission.
The RFP does not specify any set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types. No incumbent vendors or current contractors are identified in the procurement documents. The contract will be issued on a not-to-exceed fee basis for billable-rate professional services, with pricing structured using billable hourly rates with estimated hours by staff classification for each phase, sub-consultant fees with allowable markups, and reimbursable direct expenses including printing, surveys, soil borings, laboratory testing, and travel expenses exceeding 100 miles one-way at state rates. Owner's Cash Allowances are specified for permitting ($1,500), sludge testing analysis ($5,000), and well testing ($2,500), which totals $9,000 in identified allowances. No overall construction budget has been predetermined, and the contract start date is anticipated for December 4, 2017, with site assessment work to commence immediately upon contract issuance and construction planned for the 2018 season. The state reserves the right to reject any or all proposals and shall not be liable for costs incurred prior to contract execution, with award recommendation expected within 30 days following the proposal due date.
