SERVICES REQUESTED:

Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB427), DTMB Billing Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DTMB 430), and DTMB State Facilities Administration, Design and Construction Division (DCD) policies and procedures for:

Complete Phase 500 services, with Phase 400 services as indicated and necessary, and Phase 600 and 700 services for design and construction administration for the Upper Falls well and water line upgrades at the Tahquamenon Falls State Park. The services and products provided shall be compatible with MDNR facility and operational requirements and practice.

Project Description:

The DNR Parks and Recreation Division (PRD) Tahquamenon Falls State Park encompasses close to 52,000 acres stretching over 13 miles. Most of this is undeveloped woodland without roads, buildings or power lines. The centerpiece of the park, and the very reason for its existence, is the Tahquamenon River with its waterfalls. It is the second largest of Michigan’s state parks. Bordering on Lake Superior, most of the park is located within Chippewa County, with the western section of the park extending into Luce County. Over 500,000 people visit the park each year.

The upper falls at the Tahquamenon Falls State Park is the largest waterfall viewing experience within the park and one of the primary visitor attractions year round. One public toilet building serves this busy location. The bathroom facility is served by two wells and has a dedicated waste water treatment lagoon system. During the summer use season the bathroom receives intense use to the point that the well pumps runs continuously in order to maintain adequate water pressure for the bathroom fixtures. Well pump burn out and interrupted water services are often issues at this location. In addition to issues with water demand and supply, waste water output has stretched the maximum limits of the lagoon containment and treatment system. Narrow windows for lagoon system discharge exaggerate the challenges for management of the wastewater lagoon infrastructure.

The existing toilet building and waste water system were built in the approximately 2001 which included a new well.

The current building replaced an older building at the same location. The previous building well was retained and helps to supplement the current building water needs. In April of 2017 the newer well pump (1hp/18 GPM) was replaced with a 1 ½ hp 18 GPM pump. The existing toilet building fixtures utilize automatic flush systems and do not utilize low flow or water saving features.

DNR PRD desires to retain a professional services consultant (PSC) to complete a phase 400 analysis and Phase 500, 600 and 700 services to evaluate the existing toilet building and related well and waste water infrastructure to identify possible solutions and a recommendation that will provide dependable water service and reduce the waste water outflow to the existing lagoon system. The analysis shall include a waste water lagoon sludge sediment quantification and recommendation for possible removal as part of the lagoon maintenance but also to assist in increasing waste water capacity. The analysis may also include existing well water capacity testing.

Design options and professional recommendations shall take into account visitor use patterns and or desired visitor needs, existing park infrastructure, permitting requirements and park operations.

All design should comply with the DNR campground design guidelines. A project construction budget has not been determined.

Professional Services:

Provide complete Phase 500-700 services and Phase 400 services as referenced and needed. Professional services shall also include, but are not limited to:

• Gathering all base data and design development information that shall ultimately be necessary for plans, submittals and permit applications required for LARA, DEQ, USACE, DTMB, county health department, etc.

Review veracity of data and information obtained sufficiently to confirm adequacy for design development and use.

• Phase 400 services shall include complete identification and evaluation of the existing water supply and wastewater system and its adequacy and/or limitations as identified from data and information gathering, and providing a written recommendation of what baseline system replacement should consist of based on current needs, including a cost estimate and estimated life cycle. Options for system upgrades or installation alternatives should also be considered and proposed in the writeup, identifying advantages and disadvantages, along with how those options result in changes to the cost and/or life cycle estimates. Phase 400 50% and 90% meetings shall be conducted to review this information to form the basis for Phase 500 design.

• Evaluation for upgrade or replacement of all existing water supply system components, for upgrade of toilet building use features, and upgrade or replacement of existing wastewater system components.

• Wastewater lagoon sludge testing and quantification.

• LARA plan review submittal and fees. Plan review is to be completed prior to advertising for bids.

• DTMB-DCD SESC plan review submittal. Plan review is to be completed prior to advertising for bids.

• Lead and/or assist Owner in permit applications as appropriate to scope (e.g. MDEQ). Owner-provided permits to be included in the bidding documents shall be obtained prior to advertising for bids.

• Construction cost estimating.

• Design and construction scheduling.

• Maintaining an inclusive, transparent and informative relationship with DTMB and DNR-PRD.

Proposal:

The PSC proposal shall include:

• Clear documentation of the number of meetings proposed during each Phase (400-700), indicating whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format. The PSC shall provide agendas and meeting minutes for all project meetings, including meetings held in Go-To-Meeting format.

The PSC shall identify and itemize as a reimbursable expense all reimbursable and travel expenses in the PSC Cost Proposal. Note that travel reimbursements in accordance with the standard DTMB PSC Contract for projects greater than 100 miles from the PSC’s office must be provided in accordance with the current SOM travel rate schedule and that per-diem rates that do not utilize the SOM travel rates as their basis should not be used.

• While some project team planning meetings may be considered in the form of computer-based meetings (e.g.

GoToMeetings), key review meetings shall be in person. For all meetings being held for document review, all required review information shall be submitted electronically and in hard copy formats 14 days prior to the meetings. At a minimum 3 face to face meetings will be required including: 1) a project planning kick off meeting including site assessment; 2) one Phase 400 50% options review meeting; and 3) one Phase 500 50% document set (plans, specs, cost estimate, schedule) review meeting.

• Provide a biweekly progress summary email to the project team, briefly documenting the prior 2-week’s progress by the PSC and display the initial project schedule and current schedule status.

• All testing required to verify the site conditions for the proper design is to be identified in the PSC Technical Proposal, and the costs of testing are to be itemized in the PSC Cost Proposal as reimbursements. The PSC shall indicate in his proposal any testing requirements other than those identified as Owner’s Cash Allowances indicated below. Should the PSC determine that any of the Owner’s Cash Allowances indicated below are is inadequate, identify and include the proposed costs accordingly.

• A graphic bar-chart schedule (in weeks) indicating the PSC’s proposed timeline for services based on a proposed PSC Contract start date of December 4, 2017. For scheduling purposes, assume 14 calendar days each of Owner review for the Phase 500 50% document set, and for the Phase 500 90% document set submittals.

The PSC shall include in the PSC Cost proposal the following Owner’s Cash Allowances as Phase 400 Reimbursements:

• Permitting: $1,500.00

• Sludge testing analysis: $5,000.00

• Well testing: $2,500.00

The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all of the Phase 400-700 work requested, it is anticipated that proposal revision will be requested by addendum to award to the selected firm as many Phases as funding allows. Consequently, the PSC cost proposal should be priced such that each Phase is a standalone task. It is currently anticipated that additional funding will be sought if needed to address any Phases not included in the initial award.

The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI’s and answers, Field Orders and communication telephone logs. The project files shall be maintained in a hard copy format and delivered to the Lansing office of the DTMB Design and Construction Division with the PSC final Payment Request.
