About this opportunity
The Nevada State Purchasing Division, on behalf of the Nevada Division of Outdoor Recreation, is soliciting qualified vendors through Request for Proposals (RFP) 70CNR-S3689 to develop a Tahoe Meadows Winter Safety Management Strategic Plan (WSMSP) addressing winter recreation access and safety challenges on Mt. Rose Highway (Nevada State Route 431) in Washoe County. The primary deliverable is a comprehensive written master/strategic plan that identifies and addresses winter safety hazards, parking congestion, and infrastructure deficiencies at this high-elevation recreation area that experiences significant visitation during the 6+ month winter season. The plan must incorporate 1-, 3-, and 5-year implementation outlooks; conduct stakeholder assessments and public engagement with 19 identified stakeholder groups including the U.S. Forest Service, Nevada Department of Transportation, Incline Village General Improvement District, Washoe County, and various nonprofits; perform land and transportation assessments; conduct public meetings and site visits with the Core Partners Group; and produce monthly progress reports. Deliverables also include gap analysis and master planning documentation addressing parking and roadside safety hazards, lack of winter amenities (restrooms, trash facilities, signage, trailheads), fragmented management responsibility across jurisdictions, motorized versus non-motorized use conflicts, insufficient visitor education, and environmental sustainability concerns. The contract term is six (6) months, with an estimated start date of May 12, 2026 following Nevada State Board of Examiners approval. The RFP evaluation will score responses on a 365-point scale including strategic plan quality (50 points), public engagement process design (15 points), willingness to conduct site visits (10 points), master planning process execution (10 points), gap analysis capability (10 points), relevant outdoor recreation and conservation planning experience (5 points), cost (50 points), and two presentation components (75 points each for written concepts and verbal presentation). Vendor presentations are estimated to occur between March 12-19, 2026, with notice of award expected on or about April 1, 2026. Proposals are due March 5, 2026 at 2:00 PM Pacific Time; questions must be submitted by February 19, 2026 with answers posted by February 26, 2026; and references are due by March 2, 2026.
Nevada-based vendors receive a five percent (5%) preference in the evaluation process. All vendors must be registered on nevadaepro.com, hold a valid Nevada business license, maintain active SAM.gov registration, and comply with all mandatory minimum requirements including indemnification and limited liability terms. Vendors must demonstrate financial stability on a pass/fail basis and provide proof of insurance including Commercial General Liability ($2,000,000 general aggregate/$1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits with Employers' Liability ($100,000 per accident/$500,000 policy limit), and Professional Liability/Errors and Omissions ($1,000,000 per claim/$2,000,000 annual aggregate), with the State of Nevada named as an additional insured on all policies and insurers maintaining an A.M. Best rating of not less than A- VII. No specific incumbent contractors are identified in the procurement documents, and no set-aside designations for disadvantaged enterprises are noted. The project is funded through CARES Act resources obtained by the Nevada Division of Outdoor Recreation to address long-standing public safety issues at this facility, and specific contract award values or budget ranges are not disclosed in the RFP materials. The State intends to award one contract and reserves the right to conduct best and final offer negotiations with successful vendors.
