About this file

This is a Questions and Answers Response Amendment document for Nevada State Purchasing Division RFP 70CNR-S3689, regarding the Tahoe Meadows Winter Safety Management Strategic Plan project. The amendment addresses three clarification questions submitted by TDAVIDSON concerning Scope of Work requirements. Regarding mapping of public and private land and right-of-ways (item 3.7), the Nevada Division of Outdoor Recreation (NDOR) clarified that no boundary survey is required; consultants may utilize existing GIS parcel information, maps, deeds, and surveys held by the state or county. For the transportation and parking assessment (item 3.8), which includes coordination with the Nevada Department of Transportation and local municipalities, NDOR indicated that previously collected traffic study data will suffice rather than commissioning new technical transportation studies, noting that two parcels for parking are already designated through Q1/Conserve Nevada funding with an implementation partner identified for a five-acre parking lot design. Regarding survey models from other locations (item 3.10), NDOR clarified that this requirement does not apply to this project, as NDOR has already conducted user surveys and will provide results to the consultant, eliminating the need for new survey planning as part of the scope of work.

The Q&A Response Amendment provides critical guidance for proposal development without addressing pricing terms, set-asides, or incumbent contractor information. The amendment demonstrates NDOR's intent to leverage existing data collection and infrastructure partnerships to streamline the six-month strategic planning engagement, with the project scheduled to commence May 12, 2026, following Nevada State Board of Examiners approval. The clarifications reduce consultant scope by eliminating survey work, boundary surveys, and new traffic studies, allowing vendors to focus resources on gap analysis, master planning, stakeholder engagement with 19 identified partner groups, and development of the comprehensive Winter Safety Management Strategic Plan with 1-, 3-, and 5-year implementation timelines.

QUESTION_NBRCREATED_BYQUESTION_SUBJECTQUESTION_TEXTANSWER_TEXT
1TDAVIDSONMapping of Public and Private landScope of Work item 3.7 Research and provide mapping of public and private land, including but not limited to right of ways (ROW). Does NDOR envision a full survey of the project area? Or is there an expectation of a boundary survey? Or can the Consultant assume the use of available GIS parcel information and survey information that is provided by NDOR or stakeholders. We do not expect a boundary survey, and the contractor is welcome to use any and all maps, deeds, and current survery's held by the states or the county.
2TDAVIDSONTransportation and Parking AssessmentScope of Work item 3.8 The transportation and parking assessment to include maps and meetings with Nevada Department of Transportation (NDOT), and municipalities or private entities who provide road or ROW access. What type of transportation and parking assessment is NDOR envisioning? Is there a desire for counts and technical evaluation of roadside parking or other technical transportation studies related to travel time delays/congestion in winter? Or is the intent to use the previously collected transportation/parking related information and identify solutions for designated off-highway parking, signage, etc.?NDOT already has traffic studies so I don't think there is a need for the consultant to contract for this, therefore, previously collected data and current assestments will be used in this first phase - there are already 2 parcels delegated to parking through Q1/Conserve Nevada funding, and a partner in place for the smaller, 5 acre parcel parking lot design and implementation.
3TDAVIDSONSurvey models used in other locationsWhat is meant in Scope of Work item 3.10 Provide survey models used in other locations to address similar issues? In our other project work, we have conducted user surveys to understand travel patterns, issues, needs, and supported opportunities. We recognize that the project would start in the summer and user (in-corridor) surveys would not be possible until next year. Would NDOR like the consultant to plan for a user survey as part of the scope of work? This is a blanket question in the RFP and does not apply to this project. We have already conducted a survey and have the results to share.
