About this opportunity
The Agency for Persons with Disabilities (APD) in Florida is soliciting bids under ITB 2526-040 for refuse collection, hauling, and disposal at Tacachale, an Intermediate Care Facility for Individuals with Intellectual Disabilities at 1621 NW Waldo Road in Gainesville, with bids due November 2, 2026 at 10:00 a.m. Eastern and a public opening at 10:30 a.m. the same day. The ITB identifies no set-asides. The solicitation's jurisdiction tag lists Leon County.
The scope covers collection and disposal of residential refuse, construction debris, and metal materials. The contractor must provide and maintain five 20-cubic-yard open-box containers (three for construction debris, two for metal), one 34-cubic-yard self-contained compactor with integrated hopper lift, and thirty-two 4-cubic-yard steel dumpsters equipped for daisy-chaining. Service standards require compactor hauling to the landfill at least once weekly with pickup within two hours of notification, open-box pickup within 24 hours of notification, and maintenance and repair coverage 24 hours daily, seven days weekly, with two-hour repair response. Mandatory certifications include non-collusion, E-Verify employment verification, and forced labor prohibitions. The contractor must carry commercial general liability coverage of $1,000,000 and property damage coverage of $500,000, naming APD as certificate holder. No performance bond is required.
Pricing must cover landfill charges per ton (estimated 546 tons annually), compactor hauls (estimated 52 annually), 20-cubic-yard container pickups (estimated 36 annually), container delivery and rental, compactor rental, fuel surcharges, and monthly dumpster rental for the thirty-two containers. Landfill charges bill to Tacachale on actual incurred amounts, supported by certified monthly landfill statements. The term is three years from execution with renewal options described as three additional one-year terms, contingent on satisfactory performance and available funding. The price sheet, however, requires pricing for a potential renewal three-year term, and the two descriptions differ. The accompanying APD purchase order terms impose financial consequences of 2 to 10 percent of total purchase order payments for noncompliance or nonperformance, depending on severity. They also require six-year record retention, a designated Data Security Officer, HIPAA protection of health information, and Chapter 119 public records compliance.
The anticipated agency decision date is November 9, 2026.
