About this opportunity
The City of Wheat Ridge, Colorado is requesting proposals for Final Design services on corridor improvements along Tabor Street from Clear Creek Trail to W Interstate 70 Frontage Road N, with proposals due August 26, 2026. This is a CDOT-assisted project subject to Disadvantaged Business Enterprise (DBE) requirements, including mandatory submission of an Affidavit of Small Business Participation at proposal time and achievement of contract DBE goals upon project completion.
The scope encompasses final design services integrating traffic calming measures, bicycle infrastructure, and pedestrian amenities. Deliverables include four design phases (30%, 60%, 90%, and 100% completion), project management and administration, four stakeholder meetings, two City Council presentations and one public open house, topographic surveying, utility investigation with up to 40 test-hole excavations, hydrology and hydraulic engineering, landscape design, right-of-way plan development and acquisition services under the Uniform Act, lighting design, geotechnical investigation, traffic analysis and calming design, and construction support services. The project excludes floodplain permitting, bridge construction, and corridor construction from the bridge to the frontage road north. Design criteria follow AASHTO, FHWA, CDOT standards, City of Wheat Ridge codes, and NACTO guidelines. Opinion of probable construction cost estimates will be provided at multiple design stages using CDOT bid history and recent City construction project data.
The contract structure allows automatic annual renewals contingent upon acceptable performance, unchanged scope, and pricing aligned with the original proposal, with price escalation capped at 10 percent annually. Compensation is structured as a not-to-exceed annual amount. The contract is subject to Colorado law and Jefferson County District Court jurisdiction. The contractor must maintain worker's compensation, commercial general liability ($1 million per occurrence minimum), and automotive liability coverage, with the City named as additional insured. All work products become the sole property of the City. Invoices must be submitted by December 20 for calendar-year processing; payment is due within thirty days via Electronic Funds Transfer. DBE consultants must receive payment within seven calendar days of the prime consultant's receipt of City funds or within ninety calendar days of invoice submission, whichever occurs first.
