About this file

This is a Scope of Work document prepared by the City of Wheat Ridge, Colorado for final design services related to corridor improvements along Tabor Street. The project encompasses comprehensive design services from W 44th Avenue to W Interstate 70 Frontage Road North, with the primary objective of integrating traffic calming measures, bicycle infrastructure, and pedestrian amenities. The scope includes project management and administration, public involvement activities (four stakeholder meetings, two City Council presentations, and one public open house), topographic surveying, utility investigation with up to 40 test hole excavations, hydrology and hydraulic engineering, comprehensive engineering and design services, and the development of construction plans at 30%, 60%, 90%, and 100% completion levels. Additional deliverables include landscape design, right-of-way plan development, lighting design, geotechnical investigation, traffic analysis and traffic calming design, and construction support services. The project specifically excludes floodplain permitting, bridge construction, and construction of the corridor segment from the bridge to the frontage road north.

The scope assumes the utilization of CDOT Construction Specifications for cost estimating and incorporates design criteria hierarchy established by AASHTO, FHWA, CDOT standards, City of Wheat Ridge codes, and NACTO guidelines. The project will deliver opinion of probable construction cost estimates at multiple design stages (30%, 60%, 90%, and 100%), informed by CDOT bid history and recent City of Wheat Ridge construction project data. Right-of-way acquisition services are included under the Uniform Act requirements, encompassing property owner engagement, valuations, negotiations, and closings for impacted properties. The project is funded through the City's Transportation Improvement Plan (TIP) and addresses a critical multimodal connectivity need, as Tabor Street currently provides the only crossing over I-70 between Ward Road and Kipling Street, serving existing and projected employment and residential developments in the area.

Exhibit A City of Wheat Ridge Tabor Street TIP Final Design Scope of Work – 6/1/2026

City of Wheat Ridge Tabor Street Traffic Improvement Plan Final Design Scope of Work – June 1, 2026

INTRODUCTION

Tabor Street provides the only opportunity to cross I-70 between Ward Road and Kipling Street and extends from the G-Line Station via Ridge Road to the Clear Creek Trail. Multimodal facilities are non-existent south of the I-70 Frontage Road North. Tabor Street and the bridge over I-70 are narrow and used by trucks leaving the nearby truck stop to access westbound I-70. Tabor south of 44th is essentially an alley with barely enough for a single vehicle. By extending the multimodal facilities south of the frontage road south over I-70 to Clear Creek, the project provides multimodal access to all residents, particularly those that don’t have a vehicle, between the G Line Station and the population and employment centers located north of I-70 and the Clear Creek Trail. This allows multimodal access to Clear Creek Crossing, which will soon have a new hospital and shopping, retail, restaurants, a fitness center, and employment destinations. Multimodal access will be provided to the population centers south of I-70 to the Station and the employment centers around the DRCOG Urban Center around the Station. There is also a medical facility on the west side of Ward Road at the frontage road. There are currently over 9,000 jobs within the project area and projected to be almost 14,000 jobs within 30 years.

BACKGROUND

Wheat Ridge, Arvada, and Jefferson County residents located near the northern end of the existing Tabor Street bike lanes will benefit from the multimodal connection to Clear Creek. The nearest multimodal connection that safely crosses I-70 is a couple of miles to the east at Garrison Street and the multimodal facilities to that crossing are not consistently available. In addition, the project will provide multimodal access to the Station for Golden residents and Wheat Ridge residents in the soon to be completed apartments in Clear Creek Crossing via the Clear Creek Trail. Multimodal facilities along Tabor Street are proposed to be installed between the Clear Creek Trail and I-70 Frontage Road North. A separate pedestrian bridge will be installed across I-70 adjacent to the existing vehicular bridge. Some level of signalization at the 44th/Tabor intersection is proposed to help cross 44th, a 4-lane street. Tabor Street provides the only crossing over I-70 between Ward and Kipling Streets, both of which currently do not have adequate multimodal facilities. Dedicated multimodal facilities along Tabor Street and over I-70 will separate users from the heavy truck traffic that uses Tabor Street to access westbound I-70 from the truck stop west of the project area on 44th Avenue. Extending the Tabor Street bike lanes from the frontage road to the Clear Creek Trail will provide multimodal access from western Wheat Ridge to the G Line Station and the Van Bibber Trail system in Arvada and from the rapidly developing area around the Station to the Clear Creek Trail, which is part of the Peaks to Plains Trail System. Over 1,000 housing units are in various stages of completion around the Station area in both Wheat Ridge and Arvada. The Clear Creek Trail is part of the Peaks to Plains Regional Trail System and provides multimodal connections to the entire Metro area.

PAST PLANNING EFFORTS Comment by Ashley Holland: Added this section Improvements to the Tabor Street corridor have been identified as a priority through several city planning and community engagement efforts over the past decade. The 2017 Bicycle and Pedestrian Master Plan recommended the addition of sidewalks and bike lanes along Tabor Street between the Clear Creek Trail and W I-70 Frontage Road North to improve multimodal connectivity and access throughout the area.

In 2023, residents reaffirmed the importance of these improvements through the city’s neighborhood engagement initiative, Let’s Talk North I-70. During that process, creating a safe bicycle and pedestrian connection between the Ward Road RTD Station and Clear Creek emerged as the top-ranked action item identified by participants.

Most recently, the 2025 City Plan identified Tabor Street north of Clear Creek as a Neighborhood Bike Connector. This designation calls for implementation of the best feasible bicycle facility and may include improvements such as bike lanes, traffic calming measures, shared lane markings, signage, and related pedestrian and bicycle enhancements.

Together, these planning efforts and community priorities have established a strong foundation for the current final design process and demonstrate ongoing support for improved multimodal connections on the corridor.

SCOPE OF WORK Comment by Lauren Mikulak: I recall talking about minimum sidewalk widths with DRCOG when we revised the TIP. Are those in the TIP agreement so we can include them here? Comment by Logan Huffaker: @Lauren Mikulak The city standard would be a 6ft detached sidewalk here. I have a note from our meeting for “bike lane and sidewalk up to 8ft width where possible” but I don’t remember where we wanted that in the scope. I assume here with the minimum sidewalk width.

The City seeks the Consultants expert guidance to perform Final Design services for corridor improvements along Tabor Street from W 44th Avenue to W Interstate 70 Frontage Road N in the City of Wheat Ridge. This project must integrate three key elements—traffic calming, bicycle infrastructure, and pedestrian amenities. The scope includes the following assumptions and exclusions:

· Floodplain permitting is excluded.

· Final design of the Tabor Street bridge crossing over I-70 is included in this scope for bridge configuration and pedestrian accommodation. Bridge construction and construction phase improvements are excluded from this scope.

· Final design, right-of-way, and construction of a bike lane and sidewalk, up to 8 feet in width, on Tabor Street from 49th Avenue to Clear Creek Trail and the I-70 Frontage Road North are included in this project. All elements of this segment will be constructed as part of this project, except for the Tabor/I-70 Bridge.

· Construction of the Tabor Street corridor from the bridge to W Interstate 70 Frontage Road N is excluded from this scope.

· No new traffic signal design is included along this portion of the Tabor Street corridor.
