About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property is requesting quotes on maintenance of aircraft, parts, and service (supplemental) for the New Jersey State Police Aviation Bureau and the New Jersey Department of Environmental Protection Forest Fire Service under Bid Solicitation 26DPP01247 (T3143), with quotes due October 9, 2026. An optional pre-quote conference is scheduled for August 4, 2026 at 11:00 AM, and the electronic Q&A period closes August 13, 2026 at 2:00 PM. This solicitation is not subject to small business or disabled veteran set-asides.

The scope covers maintenance and repair services for a fleet of 21 aircraft across four groups: Bell aircraft (six types), Cessna aircraft (two types), Piper aircraft (one type), and Agusta AW139 helicopters. The contract includes 161 price lines organized by aircraft group, specifying parts pricing with markups capped at 10% above contractor cost, hourly labor rates for engine, airframe, avionics, instrument repair, altimeter certification, and non-destructive testing, and consignment engine options with monthly usage charges. Bidders must bid on all price lines within each group to be considered responsive and must submit pricing in the state-supplied Excel price sheet without alteration. All services must be performed within New Jersey or within 25 miles of Trenton Mercer Airport. Contractors must maintain FAA Part 145 repair station certification and provide emergency AOG response within one hour of notification. Contractors must carry airport liability insurance of $10 million per occurrence and hangar keepers' liability of $3 million or aircraft replacement value, whichever is greater.

The base contract term is three years with potential extensions of up to three additional years in one-year increments. The State intends to award one or more contracts per group, with up to two contractors per group (Primary and Secondary) ranked by quote evaluation. Existing contracts from prior solicitation 25DPP01148 will run concurrently with new awards. A one percent Procurement Efficiency Program fee applies to all purchases, payable quarterly. The solicitation is available to Intrastate Cooperative Purchasing Participants. Quote opening occurs October 9, 2026 at 2:00 PM.
