About this opportunity

The State of New Jersey, through the Department of Environmental Protection (DEP), is seeking proposals for a contract to provide water quality analysis services. The contract will involve six project groups: (1) developing pollutant fate, transport, and exposure models; (2) reviewing and developing surface water quality standards; (3) creating total maximum daily load and watershed management plans; (4) developing lake and bay management plans; (5) providing technical services for data assessment applications and tools; and (6) developing monitoring plans, sampling, and lab analysis. Deliverables will include written reports, data models, and technical services related to water quality assessment and standards development. The contract will have a term of three years, with a one-year extension option. Quotes are due by December 13, 2023, and the contract will be awarded to the responsible bidders whose quotes are most advantageous to the State, considering price and other factors.

There are no specific set-aside designations for small or disadvantaged businesses for this procurement. However, bidders must make a good faith effort to subcontract with eligible small and/or disabled veterans' businesses. This is a new procurement, with no incumbent contractors. The estimated contract amount is not disclosed, but pricing will be based on all-inclusive hourly rates for various personnel categories, with the ability to submit lower rates through a mini-bid process.
