About this opportunity

The New Jersey Board of Public Utilities (BPU), through the Department of the Treasury Division of Purchase and Property, is soliciting proposals for administration and management services for the New Jersey Clean Energy Program (NJCEP) under Bid Solicitation #26DPP01204, with quotes due October 7, 2026 at 2:00 p.m. Eastern Time. The quote opening was originally August 11, 2026, and has been extended four times; the most recent extension (Bid Amendment #4) moved the deadline to October 7.

The scope encompasses statewide administration and management of energy efficiency and renewable energy programs serving seven investor-owned utility service territories. Deliverables include solar program administration (SREC, Transition Incentive Program, Successor Solar Incentive Program), energy efficiency programs (New Construction, Large Energy Users, Combined Heat and Power and Fuel Cells, Local Government Energy Audits), emerging programs (Community Solar, Dual-Use Solar, Remote Net Metering, Non-Investor-Owned Utility State Energy Program), information management system (IMS) operations, call center management, training development and delivery, application processing, quality assurance inspections, compliance filings, and contractor remediation. The mobilization period is limited to 60 calendar days from contract award.

The contract term is five years. This is not a small business or disabled veteran-owned business set-aside, but bidders intending to subcontract must demonstrate good faith efforts to utilize New Jersey Small Business Enterprises and/or Disabled Veterans' Businesses. Bidders must submit all-inclusive unit pricing for 59 service lines across five years and all-inclusive hourly rates for 23 labor categories; estimated annual volumes vary by service line. Pricing for labor categories will be evaluated for reasonableness but not used in ranking. No estimated contract amount is specified.

Mandatory submissions include the Ownership Disclosure Form, Technical Quote, Management Overview, Mobilization Plan, Staffing Plan, and State-Supplied Price Sheet. Bidders must also complete a Security Questionnaire addressing 30 control areas aligned with the Statewide Information Security Manual and NIST Cybersecurity Framework. The optional pre-quote conference was held July 7, 2026; questions were due July 21, 2026. Quotes must be submitted through NJSTART only. The State reserves the right to award any or all price lines separately. All contracts incorporate New Jersey Standard Terms and Conditions, including Professional Liability Insurance, cyber breach insurance, and data security requirements.
