About this file

This is a state-supplied price sheet for Bid Solicitation #26DPP01204 issued by the New Jersey Board of Public Utilities (BPU) for T3009 - BPU Clean Energy Program Administration and Management Services. The solicitation requests comprehensive administration and management services for New Jersey's Clean Energy Program (NJCEP), encompassing multiple program areas including energy efficiency, solar programs, combined heat and power, fuel cells, local government energy audits, and large energy users programs. The scope includes Information Management System (IMS) maintenance and management, program transition services, customer service call center operations, training development and delivery, application processing, quality assurance inspections, compliance filings, and contractor remediation procedures. Estimated service volumes are provided across five contract years, with quantities varying by service line; for example, solar program administration involves 12 monthly units per year, while solar registration initial processing is estimated at 28,525 instances annually. The contract term spans five years with specific service line quantities detailed for each year.

Bidders must provide all-inclusive unit pricing for 59 defined service lines (lines 1-59) across all five contract years, with pricing submitted in yellow-highlighted cells on the price sheet. Additionally, bidders must submit all-inclusive hourly rate pricing for 23 labor categories across five years (lines 66-88), including personnel classifications for Local Government Energy Audits and job descriptions for all labor titles. The state explicitly states that estimated volumes and projected dollars are approximations only with no guaranteed minimum or maximum volumes. Bidders are instructed not to submit pricing for pass-through lines 60-65, which are reserved for incentives, rebates, outreach activities, conference expenses, audit services, and software upgrades subject to separate state approval. Labor category pricing will be evaluated for reasonableness but will not be used in bid ranking.
