About this opportunity
The New Jersey Department of Environmental Protection is requesting quotes for Remedial Investigation and Design Services under contract T2621 (Bid Solicitation 26DPP01289), with quotes due November 20, 2026 at 2:00 p.m. through NJSTART and substantive scope questions due by 2:00 p.m. on October 21, 2026.
The scope covers comprehensive environmental remedial investigation and remedial design services for contaminated site assessment and remediation planning in accordance with New Jersey environmental regulations. Awardees must submit a Programmatic Health and Safety Plan (HASP) and site-specific E-Z HASP for approval by NJDEP's Office of Site Safety and Health before commencing work, with detailed compliance requirements across hazard analysis, employee training, personnel protection, medical surveillance, air monitoring, site control, decontamination, and emergency response protocols under 29 CFR 1910.120. Contractors must also develop and submit a Master Quality Assurance Project Plan (QAPP) and site-specific QAPPs for NJDEP's Office of Quality Assurance approval prior to project initiation, establishing data quality objectives, sampling methodologies, analytical procedures, and quality control activities. Personnel must include Licensed Site Remediation Professionals, Discipline Engineers, Investigation Leaders, and supporting staff across multiple seniority levels.
Bidding requires completion of a state-supplied price sheet with all-inclusive hourly rates for nine labor categories spanning four contract years, with estimated annual hour requirements ranging from 250 to 3,750 hours per category. All quotes must be submitted exclusively through NJSTART without email, fax, or hand delivery; supplementary language regarding payment terms, future validity periods, or disclaimers may render a quote non-responsive. Mandatory submissions include Ownership Disclosure, Iran Investment Activities Disclosure, MacBribe Principles, Subcontractor Utilization Plan, Source Disclosure, Confidentiality Certification, Public Works Registration Certificate, Security Due Diligence Third-Party Information Security Questionnaire, and Conflict of Interest Certification. State standard terms require Commercial General Liability insurance of $1 million minimum, Professional Liability coverage, and compliance with New Jersey Conflicts of Interest Law and suspension and debarment provisions. The State reserves the right to terminate for convenience with 30 days' notice or for cause with 10 days' notice, and payment terms follow the New Jersey Prompt Payment Act requiring settlement within 60 days of properly executed invoice receipt.
