About this file
This file is a pre-quote conference PowerPoint presentation for the New Jersey Department of Environmental Protection (NJDEP) Remedial Investigation and Design Services procurement (T2621, 26DPP01289). The conference addressed procedural questions regarding bid solicitation and quote submission requirements. Questions and answers regarding the scope of work must be submitted electronically through the Q&A tab in NJSTART by 2:00 p.m. on October 21, 2026, and quotes are due by 2:00 p.m. on November 20, 2026. The presentation emphasized that procedural questions only would be addressed during the conference, while substantive questions about the scope of work and required services must be submitted electronically. The solicitation documents include the bid solicitation overview, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, standard terms and conditions modifications, and quote evaluation criteria, along with attachments including conflict of interest certifications, contract modification forms, health and safety plan requirements, and quality assurance plan requirements.
The presentation provided critical guidance on completing the state-supplied price sheet, emphasizing that all required price lines must be completed without blank entries, formatting changes, or additional language or assumptions. Vendors must indicate "no charge" for zero-cost items and maintain the exact format and decimal places specified. The solicitation is not subject to waiver or delegated purchasing authority procedures, and quotes must be submitted exclusively through NJSTART without email, fax, or hand delivery. Additional guidance warned that quotes containing supplementary language regarding payment terms, future validity periods, additional fees, or non-binding disclaimers may be deemed non-responsive. The conference also noted the importance of public works contractor registration compliance and encouraged potential vendors to identify partnership and small business opportunities.

PRICE SHEET PITFALLS
Complete all required price lines on the State-Supplied Price Sheet pursuant to the Bid Solicitation instructions or Quote may be deemed non-responsive. Indicate “no charge” if the cost is $0. Do not leave any price line blank.
The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.
Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.
Confirm that you have completed all tabs on the State-Supplied Price Sheet.
Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.
Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
HELPFUL TIPS & REMINDERS
Review Bid Solicitation in its entirety and submit any questions prior to the deadline including exceptions to the SSTC. Updated documents will be posted in NJSTART and should be reviewed as posted.
Submit Quotes on time addressing all mandatory requirements (designated by “shall”) including forms. Quotes missing mandatory requirements may be deemed non-responsive. Not submitting requested information (“should”) may impact the technical evaluation score.
When submitting a Quote through NJSTART, do not use any symbols (i.e., #, @, $, &, *) in the filename as this may prevent the Quote from being properly uploaded. Uploaded files must be compatible with Microsoft Office and/or Adobe software applications. DO NOT UPLOAD files with extensions such as .zip, .numbers, or .pages.
Be advised that this is NOT a Waiver or Delegated Purchasing Authority (“DPA”) procurement. The Quote may not be emailed, faxed, or hand-delivered. The Quote may only be submitted through NJSTART.
Do not select “No Bid” on the NJSTART “General Tab” unless you are not intending to submit a bid. Your bid will not appear in the Bid Tab if this option is selected.
OTHER HELPFUL TIPS

This Quote is a nonbinding expression of interest only and is not intended to create a binding commitment on either party unless and until a definitive agreement has been executed between the parties.
