About this opportunity

The New Jersey Department of Health is soliciting bids for telephonic tobacco cessation counseling services (Quitline) under Solicitation 26DPP01273, with quotes due September 18, 2026 at 2:00 p.m. Eastern Time and a question-submission deadline of August 21, 2026 at 2:00 p.m. This is a subcontracting set-aside for New Jersey Small Business Enterprises in Categories I, II, and III, requiring bidders to document good faith efforts to engage qualified SBE subcontractors.

The scope encompasses program intake, telephone and chat counseling (maximum five sessions per client), nicotine replacement therapy products (patches, gum, lozenges for three-week supplies), quality assurance monitoring, and monthly, quarterly, and annual performance reporting aligned with North American Quitline Consortium standards. Services must be available 24/7/365 via the 866-NJ STOPS toll-free line in at least 12 languages, including English, Spanish, and services for deaf and hard of hearing populations. Delivery must employ Computer-Assisted Telephone Interview (CATI) systems or equivalent. Bidders must demonstrate relevant experience with contracts of similar scope, qualified management and key personnel, and compliance with HIPAA and New Jersey data security standards, including completion of a comprehensive Third-Party Information Security Questionnaire addressing 30 control areas.

Pricing is firm fixed unit cost across three contract years, covering seven price lines: field telephone communications and counseling sessions (with and without holiday premiums), and nicotine replacement therapy products. The State makes no guarantee of work volumes; estimated annual volumes are 2,700 information calls, 15,856 counseling sessions, and 8,250 nicotine patches. Price Lines 6 and 7 (gum and lozenges) will be reviewed for reasonableness but will not factor into final pricing evaluation. All bidders must submit pricing for all seven lines to be considered responsive. The base contract term is three years with an option to extend up to two additional one-year periods at the same or more favorable pricing.

An optional pre-quote conference was conducted August 13, 2026. Bidders must register in NJSTART and submit quotes exclusively through that system. Mandatory submissions include Ownership Disclosure, Subcontractor Utilization Plan, Affirmative Action Compliance Employee Information Report, Business Registration Certificate, Management Overview Form, and State Security Due Diligence Questionnaire. A one percent Procurement Efficiency Program fee applies to all invoiced purchases. This is a rebid of the expiring T1901 contract; incumbent specifications and pricing are available on NJSTART.
