About this file
This is a Pre-Quote Conference PowerPoint presentation for the New Jersey Department of Health's T1901 Telephonic Tobacco Cessation Counseling program rebid (26DPP01273). The solicitation encompasses seven price lines covering field telephone communications for information requests, counseling sessions (maximum five sessions per participant), and nicotine replacement therapy products including patches, gum, and lozenges for three-week supply periods. Services must be available both during regular business hours and on holidays. The Q&A submission deadline is 2:00 p.m. on August 21, 2026, with quotes due by 2:00 p.m. on September 18, 2026. The optional pre-quote conference was conducted via Microsoft Teams and recorded. The contract will operate on a firm, fixed unit cost basis for three contract years (Year 1, Year 2, and Year 3).
Bidders must submit pricing for all seven price lines on the State-Supplied Price Sheet in Excel format without modifications to formatting or structure. This procurement is designated as a set-aside for subcontracting only, requiring bidders to complete the Subcontractor Utilization Form and identify all proposed subcontractors. Mandatory submission requirements include the Ownership Disclosure Form, Sub-Contractor Utilization Plan, Affirmative Action Compliance Employee Information Report, Business Registration Certificate, and Management Overview Form. Price Lines 6 and 7 (nicotine gum and lozenges) will be reviewed for reasonableness but will not factor into the final pricing evaluation. All quotes must be submitted exclusively through NJSTART; quotes submitted via email, fax, or hand-delivery will not be accepted. Bidders must be registered in NJSTART with current contact information and should submit any exceptions to the State Standard Terms and Conditions prior to the Q&A deadline.

The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.

Confirm that you have completed all tabs on the State-Supplied Price Sheet.
Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.
Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
