About this opportunity
The State of New Jersey Department of the Treasury, Division of Purchase and Property is soliciting bids for statewide law enforcement firearms equipment and supplies under Bid Solicitation #26DPP01214 (T0106). This procurement encompasses ten product categories: ammunition, firearms and firearm repair parts, firearm accessories, non-lethal weapons and riot control equipment, leather and nylon goods and tactical gear, body armor and bomb suits, search and rescue equipment, marine and scuba equipment, vehicle equipment and siren systems, and vehicle window tint and associated accessories. Bidders must submit firm, fixed percentage discounts or markups from published manufacturer price lists for products, along with specified hourly rates for service-related categories (firearm repair, vehicle equipment installation and repair, and window tint installation and maintenance). The contract term is four years with the possibility of three one-year extensions, with contract awards made to all responsive bidders meeting category bid and solicitation requirements, potentially resulting in multiple contractors per category. The electronic question and answer period closes on February 25, 2026, at 2:00 PM Eastern Time, with quotes due by March 26, 2026, at 2:00 PM; no pre-quote conference or mandatory site visit is required. Bidders must submit all mandatory compliance forms, certifications, ownership disclosures, affirmative action documentation, proof of business registration, and certificates of insurance to be considered for award.
The State offers set-aside preferences for small business enterprises (SBEs) and disabled veteran-owned businesses (DVOBs), which receive a 15 percent pricing consideration advantage in the mini-bid ordering process conducted by using agencies. No incumbent contractor information is specified in the solicitation materials. Successful contractors must remit a one percent Procurement Efficiency Program Fee on all invoiced purchases to Periscope quarterly, with initial reporting beginning the first quarter after contract execution. All delivery is F.O.B. destination with a default 60-calendar-day delivery window after receipt of order, though expedited emergency delivery is available within 48 hours at the using agency's expense. The State makes no representation regarding minimum, average, or maximum volumes to be purchased under any resulting contract, meaning volume commitments and award values are not guaranteed. Contractors must comply with all State of New Jersey Standard Terms and Conditions, including insurance requirements with minimum liability limits of $1,000,000 for commercial general liability, payment within 60 days of invoice receipt under the New Jersey Prompt Payment Act, and broad state audit and termination rights.
