About this opportunity
The New Jersey Department of the Treasury, Division of Purchase and Property is requesting bids on hot and cold cereals for distribution and support services under Bid Solicitation T0009 26DPP01321, with quote submissions due August 6, 2026 at 2:00 PM Eastern Time. This is an open procurement with no small business or disabled veteran-owned business set-asides.
The scope comprises 14 price lines in two groups plus two individual lines: Group 1 includes seven cold cereal items (assorted, frosted flakes, Special K, rice crispies, raisin bran, complete wheat bran, and corn flakes) in individual-serving packaging of 70–96 count cases; Group 2 includes five hot cereals (farina, old fashioned oats, quick-cooking oats, grits, and cream of rice) in bulk packaging; and two individual lines for bulk bran flakes and crispy rice. Bidders must bid all price lines within a group to be responsive but are not required to bid both groups; individual price lines 13 and 14 may be bid separately. All products must meet specified nutritional standards, maintain shelf life of 240–365 days depending on product type, and comply with FDA Current Good Manufacturing Practices. Deliveries must occur within 30 calendar days of order receipt to the DSS facility in West Trenton, New Jersey, Monday through Friday between 8:00 AM and 2:00 PM in corrugated cardboard on 48"×40" four-way grocery pallets.
The base contract term is three years with potential for three one-year extensions at the State's discretion. Estimated order quantities range from approximately 2,700 to 9,600 cases per price line over the three-year period. Bidders must submit firm, fixed unit prices per case on the state-supplied price sheet, including all freight and handling costs. The State reserves the right to award contracts to any or all price lines and may separately procure during the contract term when deemed in its best interest. Questions are due July 15, 2026 at 2:00 PM. No pre-quote conferences or site visits are required. Commercial general liability insurance with minimum limits of $1,000,000 per occurrence is required.
