About this opportunity
The City of Madison Traffic Engineering Division is seeking qualified engineering consulting firms to provide professional services for systemwide safety improvements along the High Injury Network, a project partially funded through the federal Safe Streets for All (SS4A) Grant Program. The procurement involves comprehensive design services for 27 geographically dispersed intersections, including twelve signalized intersections, nine non-signalized transit-serving intersections, and six shared-use path crossings identified with elevated fatal and serious injury crash rates. Deliverables will include project management, public and stakeholder engagement, topographic surveys, preliminary and final design documentation (30%, 60%, and 100% design phases), environmental review and NEPA documentation, permit preparation, bid support, and construction-phase technical assistance. The evaluation criteria encompass understanding of project goals (5%), approach and methodology (35%), consultant experience and qualifications (20%), key personnel and team composition (20%), project schedule and capacity (5%), overall application quality (5%), and Small Business Enterprise participation (5%), with an additional 5% local preference for registered local vendors. Proposals must be submitted electronically by January 28, 2026, at 2:00 PM Central Time, with questions due by December 15, 2025, and City responses posted by December 22, 2025.
The contract is subject to federal procurement regulations and strongly encourages participation by Disadvantaged Business Enterprises (DBEs). Contractors with 15 or more employees earning $50,000 or more in annual aggregate City contracts must submit an Affirmative Action Plan, while smaller contractors must file a Request for Exemption. Insurance requirements include commercial general liability of $1,000,000 per occurrence, professional liability of $1,000,000, workers' compensation, and automobile liability of $1,000,000. The estimated cost for primary tasks is $350,000, with additional separate "if authorized" line items for geotechnical reporting ($20,000 not-to-exceed) and construction-phase requests for information ($20,000 not-to-exceed). The project is constrained by federal grant milestones, including preliminary road plan/NEPA completion by April 2027, final plans and specifications by September 2027, advertisement by November 2027, construction start by April 2028, and substantial completion by June 2029. The contract is subject to federal funding availability and may be reduced or terminated if federal funds are modified or suspended. No cost proposals are requested at the qualification stage, with pricing to be requested following evaluation completion.
