About this opportunity
Mt. San Antonio Community College District is seeking qualified firms to provide Surveying and Locating Services through a Request for Qualifications (RFQ #2026-021) for an on-call professional consulting contract. The procurement covers comprehensive land surveying and utility locating services to support design, construction, and infrastructure maintenance projects from November 2025 through October 2030, with potential four one-year contract extensions. Proposing firms must demonstrate expertise in professional surveying and utility locating, with each project anticipated to be less than $220,000. The evaluation will be a three-stage process assessing 100 points across seven criteria: company information (10 points), business experience and licensing (25 points), references (10 points), firm staffing and key personnel (10 points), pricing and deliverables (20 points), ability to keep projects within budget (15 points), and experience with Project Labor Agreements (10 points). Key dates include a mandatory pre-proposal meeting on September 17, 2025, with electronic proposal submissions due via OpenGov eProcurement Portal by October 3, 2025, and a contract start date of December 1, 2025.
The contract opportunity does not explicitly define specific set-aside designations for disadvantaged enterprises, though the Community Workforce Agreement indicates a preference for local workforce participation, targeting 30% of construction labor hours from local residents, veterans, and student graduates. The college district reserves the right to award multiple contracts and apportion requirements among multiple consultants, with no minimum work guarantee and contract contingent upon funding availability. Proposing firms must hold appropriate professional licensing, with a focus on California-based surveying and locating service providers. Contractors will be subject to prevailing wage requirements, Department of Industrial Relations (DIR) registration, and must comply with extensive labor regulations including proper payroll record maintenance and apprenticeship program adherence. While specific award values are not precisely defined, the on-call contract structure suggests potential cumulative project values up to approximately $880,000 over the initial five-year period, with potential for extensions and additional project assignments.
