The procurement involves constructing 0.34 miles of roadway, which includes comprehensive grading, paving, resurfacing of existing paved streets, and crowning of dirt roads. Sealed bids will be received at Surrency City Hall, located at 64 Hart Street, until 11:00 A.M. on November 20, 2025, with all project work mandated to be completed within 180 consecutive calendar days after receiving the notice to proceed. Bidders are required to submit a Bidder's Bond payable to Surrency, representing 10 percent of the total bid amount, which will be forfeited as liquidated damages if the bidder fails to enter a written contract or provide required payment and performance bonds. Bid documents, including plans and specifications, can be obtained from Hofstadter and Associates, Inc. in Macon, Georgia, for a non-refundable $200 deposit per PDF set.
The contract opportunity is explicitly designated as a Section 3 Covered Contract, with strong encouragement for Section 3 Business Concerns to apply. Surrency demonstrates a commitment to affirmatively furthering fair housing and providing equal access to services, programs, and employment regardless of race, color, national origin, religion, sex, familial status, disability, or age. The project is subject to Build America, Buy America (BABA) Act requirements for infrastructure projects, which may impose additional procurement restrictions. Bidders must submit Section 3 documents prior to the Notice of Award, indicating a preference for local or disadvantaged business participation. While specific budget ranges are not explicitly stated, the comprehensive nature of the road improvement project suggests a substantial infrastructure investment. The city reserves the right to reject any or all bids, maintaining flexibility in the procurement process.
