About this opportunity
The State of California, Department of Developmental Services, through Porterville Developmental Center (PDC), is procuring surgical services via Invitation for Bid (IFB) under solicitation PR269014. The contract requires a qualified contractor to provide comprehensive surgical services to PDC individuals with developmental disabilities for the three-year period of July 1, 2026, through June 30, 2029, with an optional one-year extension available. The contractor must be duly licensed in surgery in California, possess expertise in delivering surgical care to developmentally disabled populations, and supply all necessary labor, materials, supplies, and equipment in accordance with the sample agreement specifications. Minimum qualifications require current surgical licensure with copies provided in bid documents, at least three years of experience working with developmentally disabled individuals, and proof of ability to deliver all specified services. Personnel must meet background clearance requirements, undergo tuberculosis and Hepatitis B testing within 90 days of service commencement, and complete annual modified health examinations. The solicitation establishes a maximum pricing framework based on 90 clinics over the three-year contract period, with bidders submitting a per-clinic rate and selecting from monthly, quarterly, semi-annual, or annual billing cycles, with payment made in arrears. Critical deadlines include May 5, 2026, at 4:00 PM PDT for submission of questions, May 6, 2026, for answer release, May 12, 2026, at 11:00 AM PDT for bid submission and 11:30 AM for bid opening, with a notice of intent to award scheduled for May 15, 2026, and formal award on May 22, 2026. Award will be made to the lowest responsive responsible bidder based on evaluation of pricing, qualifications, references demonstrating similar services within the past five years, and compliance documentation.
The procurement includes small business set-aside preferences of five percent for California certified small businesses, microbusinesses, and non-small businesses with at least 25 percent small business subcontracting. While the mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, DVBE incentive adjustments ranging from one to five percent are available based on qualification levels and may be combined with small business preferences, provided cumulative adjustments do not exceed $100,000. No incumbent vendor or current contractor information has been identified in the solicitation documents. All contractors must maintain general and professional liability insurance of at least $1,000,000 per occurrence and $3,000,000 in aggregate, with the State named as additional insured, and must comply with comprehensive regulatory requirements including Welfare and Institutions Code Sections 4500, 5328, and 4514, and California Code of Regulations Title 17 and Title 22. Contractors must also comply with HIPAA Business Associate requirements, sexual harassment policies, non-exclusion from federally funded health care programs, and the Darfur Contracting Act certifications. The State retains the right to terminate the agreement for convenience with thirty days' notice and may withhold monthly payments if services are not satisfactory. Specific budget or award values are not disclosed in the available documentation, with pricing to be determined through the competitive bidding process based on the per-clinic rate structure submitted by responsive bidders.
