About this opportunity

Denton County, Texas is issuing Invitation to Bid (ITB #26-2905) for the procurement of Surface Treatment Aggregates (Grade 4, Type L), with submission required through the Denton County Bonfire Portal by April 2, 2026 at 2:00 PM CDT. The aggregates must meet or exceed the standards outlined in Item 302 of the 2024 Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges from the Texas State Department of Highways and Public Transportation. The contract term will run from May 1, 2026 through April 31, 2027, with options for two additional one-year renewals at the discretion of the Denton County Commissioners Court. Deliveries must be made within 72 hours of purchase order receipt with a minimum of 200 tons per day until fulfillment to the Masch Branch location (2805 N. Masch Branch, Denton, TX 76208) Monday through Friday between 7:00 AM and 4:00 PM. Bidders must provide three current customer references with comparable purchases, and prices must remain firm throughout the contract period with all delivery charges, including packing and fuel surcharges, included in the bid price on an FOB basis to any point in Denton County. The question period runs from March 13, 2026 at 5:00 PM CDT through March 25, 2026 at 5:00 PM CDT, and all submissions must include a completed BidTable and a Mandatory Requirements Questionnaire (Q-17BY) submitted as an Excel file. Denton County reserves the right to evaluate bids based on estimated transportation costs of $0.10 per ton per mile, and price redetermination may be considered only at contract anniversary dates and shall not exceed the increase in the Producer Price Index for the most recent 12-month period.

No specific set-aside designations or restrictions on organization types are mentioned in the procurement documents, nor are any disadvantaged enterprise requirements identified. Denton County reserves the right to reject any bid submitted by a vendor owing delinquent property taxes and will not accept any fuel surcharge costs added to invoices. Successful bidders must furnish evidence of worker's compensation insurance, public liability and property damage insurance with minimum combined coverage of $500,000 per occurrence, and comprehensive automobile and truck liability insurance with minimum limits of $300,000 for bodily injury and $100,000 for property damage. Testing may be performed at any time prior to award and during contract term through an independent laboratory at no cost to the County if results meet specifications; if results do not meet specifications, the successful bidder absorbs testing costs. No incumbent vendors, current contractors, or specific budget values are identified in the available procurement documents. Suppliers should allow at least one business day before the April 2 closing deadline to upload materials and finalize submissions through the Bonfire portal to avoid technical delays, with technical support available through Euna Procurement at support.bonfire@eunasolutions.com.
