About this opportunity

The City of Dallas, Texas is soliciting bids for an Indefinite Delivery/Indefinite Quantity master agreement covering aggregate materials, soil mixes, and related landscaping and construction materials for citywide use, with a pre-bid conference on November 10, 2026. The City's Local Preference Program applies to companies with principal places of business in Dallas that hire Dallas residents, allowing local firms within three percent of the lowest bid on contracts over $500,000 and within five percent on contracts under $500,000.

The agreement runs three years with two one-year renewal options. Goods are ordered as needed because quantities and delivery schedules cannot be determined in advance. Materials include crushed stone, gravel, specialized soil blends, and recycled aggregate products for infrastructure development, roadway repairs, and landscaping. Materials must meet specified standards, including TxDOT requirements for flexible base materials. Bidders must provide $100 bid security as a sealed bid bond, certified check, or cashier's check.

The pre-bid conference is held via Microsoft Teams at 4:00 p.m. Questions are due November 13, 2026 at 3:00 p.m. to Procurement Specialist Jalen Jones (214-670-5246, Jalen.Jones@dallas.gov), and a Cone of Silence bars contact with Council members and staff other than the specialist. Bids are due December 3, 2026 at 1:00 p.m. through the City's Bonfire portal, although the opportunity record lists December 4, 2026 as the due date. The City reserves the right to cancel the solicitation or reject any or all bids before award.
